Job Overview:
The position of Consultant for the National ODS Banks Data Report involves the successful development of a comprehensive report that will aid in the preparation of the National Inventory of Banks and National Plan in Saint Kitts and Nevis. This role is crucial for ensuring that the data collected is acceptable to the United Nations Environment Programme (UNEP) and can be presented at the 99th Executive Committee Meeting. The consultant will work remotely, focusing on gathering and analyzing data related to controlled substances, particularly those that deplete the ozone layer. The consultant will be expected to engage with various stakeholders, conduct surveys, and collect primary data to support the development of a robust database and report. The overall goal is to provide the Government of Saint Kitts and Nevis with the necessary information to manage these substances effectively and comply with international agreements.

Duties and Responsibilities:
The consultant will undertake a variety of tasks under the supervision of the OzonAction Montreal Protocol Programme Management Officers. Key responsibilities include conducting a desk study on existing data regarding banks of used and unwanted controlled substances, developing a comprehensive database that records essential information about each substance, and collecting data on controlled substances in installed equipment. The consultant will also create a stakeholder database that outlines roles and responsibilities, identify data gaps and opportunities for improvement, and pinpoint laboratories capable of analyzing used or unwanted ODS and HFCs. Additionally, the consultant will prepare both draft and final versions of the National ODS Banks Data Report, which will include findings from the desk study, a database of ODS banks, and an analysis of existing regulations and policies. The consultant will also support the National Ozone Unit in conducting national consultations and public outreach efforts.

Required Qualifications:
Candidates must have completed a recognized high school diploma and possess a minimum of 7 years of relevant experience in conducting national surveys, developing reports, and organizing stakeholder consultations. Experience in writing and reviewing technical project documents is desirable. A strong understanding of policy and technical issues related to ODSs and HFCs, as well as their alternatives, is required. Candidates should demonstrate experience with the Montreal Protocol and the Refrigeration Servicing Sector (RSS), along with a proven track record in national data collection within the RSS. Progressive experience in environmental fields, engineering, or related areas is also desired, particularly with a focus on the specific challenges associated with the management of ODSs and HFCs in Saint Kitts and Nevis.

Educational Background:
While a high school diploma is the minimum educational requirement, candidates with higher education qualifications in environmental science, engineering, or related fields are preferred. Advanced degrees may enhance a candidate's suitability for the role, particularly if they include coursework or research related to ozone-depleting substances or environmental policy.

Experience:
The position requires a minimum of 7 years of relevant experience, particularly in areas related to national surveys, stakeholder engagement, and report development. Candidates should have demonstrated experience in the Refrigeration Servicing Sector and a solid understanding of the Montreal Protocol. Experience working with national governments, particularly in Saint Kitts and Nevis, is essential to navigate the specific challenges and regulatory frameworks associated with ODS management.

Languages:
Fluency in both oral and written English is mandatory for this position. Knowledge of additional UN languages is considered desirable and may enhance a candidate's competitiveness in the selection process.
