Job Overview: The Project Officer position is crucial for the ILO's efforts in addressing the labor market impacts of the Syrian crisis, particularly in Lebanon and Syria. The incumbent will play a key role in implementing various development cooperation projects aimed at enhancing resilience in the labor market and creating better livelihoods for both Lebanese host communities and Syrian refugees. The role involves providing technical inputs, planning, monitoring, and evaluating project activities to ensure they align with ILO policies and strategies. The Project Officer will also support the management of project funds and foster relationships with relevant stakeholders, including government ministries, civil society organizations, and other UN partners. The position requires a proactive approach to analyzing labor market trends and aligning skills development interventions with broader policy frameworks. The Project Officer will also be responsible for developing training materials and conducting workshops to build capacity among implementing partners, ensuring that gender equality and non-discrimination are integrated into all project aspects.
Duties and Responsibilities:
Assist the Regional Chief Technical Adviser (CTA) and Project Manager in implementing project activities by providing technical inputs and ensuring compliance with ILO policies and project strategies.
Support the effective management of project funds and budgets based on the agreed work plan.
Strengthen relationships and coordinate with relevant line ministries, ILO social partners, civil society organizations, and other humanitarian and development organizations.
Provide technical advice and support to project teams and partners in designing and implementing program activities.
Analyze economic and labor market trends to align skills development interventions with employment creation potentials.
Develop training materials and conduct seminars and workshops for capacity building.
Provide technical guidance to implementing partners to facilitate the smooth implementation of skills development programs.
Promote linkages and share best practices with other ILO projects and external stakeholders.
Advocate for ILO policies related to PROSPECTS and Durable Solutions, ensuring gender equality and non-discrimination are prioritized. 1
Undertake additional responsibilities as requested by management.
Required Qualifications: Candidates must possess an advanced university degree (master's or equivalent) in economics, development studies, social sciences, management, or a relevant field. Alternatively, a first-level university degree (bachelor's or equivalent) in one of the aforementioned fields, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. Candidates should have a strong understanding of the ILO's mission and operations, as well as knowledge of socio-economic development programs and project monitoring and evaluation methods.
Educational Background: The educational background required for this position includes an advanced university degree in a relevant field such as economics, development studies, social sciences, or management. A bachelor's degree in one of these fields, along with additional relevant experience, may also be considered acceptable. This educational foundation is essential for understanding the complexities of labor markets and the socio-economic challenges faced by displaced populations.
Experience: At least five years of professional experience in program or project design and management is required. Experience working with UN and international organizations is highly advantageous, particularly in contexts related to forced displacement. Candidates should demonstrate a proven track record of successfully managing projects and collaborating with diverse stakeholders.
Languages: Excellent knowledge of English is mandatory for this position. Proficiency in Arabic is considered an advantage, as it will facilitate communication with local partners and stakeholders in the region.
Additional Notes: This position is a fixed-term contract for a duration of two years, with the possibility of extension based on the availability of funds and the continuing need for the functions.
