Job Overview:
The National Protection Officer will play a crucial role in supporting the implementation of protection activities within the IOM's framework in Libya. This position is particularly focused on addressing the needs of vulnerable migrants, including victims of trafficking and those requiring humanitarian assistance. The officer will work under the guidance of the Senior Programme Coordinator (Protection) and will be responsible for developing, implementing, and monitoring protection activities. The role involves case management, coordination with various stakeholders, and ensuring that the protection services provided are effective and aligned with IOM's standards. The officer will also contribute to the preparation of donor briefings and maintain effective relationships with communities and partners to enhance protection responses.

Duties and Responsibilities:
  • Assist in the implementation of protection programs, ensuring compliance with donor and IOM requirements.
  • Keep supervisors informed about project implementation status, identifying gaps and suggesting improvements.
  • Supervise and provide technical guidance to project staff, focusing on training and support for case management of vulnerable migrants.
  • Prepare donor briefings and participate in meetings to communicate program achievements and needs.
  • Maintain relationships with communities, government entities, NGOs, and partners to enhance protection responses.
  • Support teams in conducting vulnerability screenings and protection assessments.
  • Track and follow up on briefs, analyses, and reports related to protection activities.
  • Develop training materials and deliver training sessions for staff involved in protection activities.
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree in political or social sciences, international relations, development studies, migration studies, human rights, law, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a Master’s degree in the aforementioned fields is acceptable. The position requires strong operational, organizational, and communication skills, as well as the ability to work effectively with diverse teams and stakeholders.

Educational Background:
A Bachelor’s degree in a relevant field is required, with a preference for candidates holding a Master’s degree. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that the educational qualifications meet international standards.

Experience:
Candidates should have experience in providing assistance to vulnerable individuals, particularly in the context of migration and humanitarian response. Experience working with international or non-governmental organizations is essential, along with a background in project implementation, monitoring, and reporting. Familiarity with liaising with governmental authorities and other stakeholders is also important. Supervisory experience is considered an advantage, as it demonstrates leadership capabilities.

Languages:
Fluency in English and Arabic is mandatory for this position, as effective communication in these languages is crucial for interacting with stakeholders and beneficiaries. A working knowledge of French is advantageous, as it may enhance communication with a broader range of partners. Language proficiency will be evaluated during the selection process, which may include written and oral assessments.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to fill similar roles in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for 24 months. National Professional Officers must be nationals of the country of employment and are expected to perform at a professional level. Appointment is contingent upon medical fitness certification and verification of residency and visa requirements.
