Job Overview:
The State Coordinator - Consultant will play a crucial role in the implementation of the COSMOS project, which aims to create pathways for safe, orderly, and responsible migration within the sugar supply chain in Maharashtra, India. This position requires a proactive approach to engage with migrant workers and the communities they belong to, ensuring that their needs and concerns are addressed. The consultant will work closely with sugar mill and sugarcane field owners, facilitating data collection, training, and outreach activities. The role also involves establishing and operating local Migrant Resource Centers (MRCs) to provide essential services and support to migrant workers, thereby improving their circumstances at the grassroots level. The consultant will be responsible for monitoring and evaluating the project's impact, drafting reports, and liaising with various stakeholders to enhance the project's outreach and effectiveness.

Duties and Responsibilities:
  • Engage with migrant workers and targeted communities to understand their needs and challenges.
  • Liaise with sugar mill and sugarcane field owners to foster collaboration and support for the project.
  • Support data collection activities and develop training materials and workshops for stakeholders.
  • Conduct program outreach to strengthen relationships with grassroots organizations and community members.
  • Coordinate with implementing partners and stakeholders to ensure effective project execution.
  • Establish and manage local Migrant Resource Centers in key districts to provide services to migrant workers.
  • Implement programs related to migration mobility and micro-enterprise development.
  • Work on financial inclusion initiatives and explore partnerships with financial institutions.
  • Develop systems to track and monitor grievances, connecting with government grievance redressal platforms. 1
  • Set up psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support systems for migrant workers. 1
  • Draft regular progress reports, project updates, and briefing materials for stakeholders. 1
  • Support monitoring and evaluation efforts with field presence and timely reporting. 1
  • Strengthen outreach and impact in targeted areas using local knowledge and experience. 1
  • Facilitate translation of training modules and technical reports, ensuring accuracy and alignment with original documents. 1
  • Perform additional duties as assigned by the project management team.

Required Qualifications:
  • Bachelor’s degree in Social Sciences, Human Rights, migration/mobility, or a related field from an accredited institution with at least three years of relevant professional experience; or a completed High School degree with six years of relevant professional experience.
  • Basic understanding of migration, displacement, labor mobility, and ethical recruitment practices.
  • Proven experience in monitoring and evaluation, with a solid understanding of management principles.
  • Experience in conducting research or studies on displacement and migration issues.
  • Familiarity with drafting status and progress reports.
  • Experience working with government counterparts, UN agencies, and/or NGOs is considered an asset.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as Social Sciences, Human Rights, or migration/mobility from an accredited academic institution. Alternatively, candidates with a completed High School degree and six years of relevant professional experience will also be considered. The educational background should provide a solid foundation for understanding the complexities of migration and the socio-economic factors affecting migrant workers.

Experience:
The position requires at least three years of relevant professional experience for candidates with a Bachelor’s degree, or six years for those with a High School diploma. Candidates should have a basic understanding of migration and labor mobility, particularly in the context of sugarcane farming. Proven experience in monitoring and evaluation, as well as familiarity with ethical recruitment and grievance redressal mechanisms, is essential. Experience in drafting reports and working with various stakeholders, including government and non-government organizations, is highly desirable.

Languages:
Fluency in English, Marathi, and Hindi is mandatory for this position. Candidates must be able to communicate effectively in these languages, both verbally and in writing, to engage with diverse stakeholders and facilitate training and outreach activities. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The position requires extensive travel within the project field, and the consultant will be expected to demonstrate strong teamwork and communication skills. The appointment will be subject to medical fitness certification and verification of residency and visa requirements. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational issues.
