Job Overview: The GRB coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator- MWCD will be embedded in the Ministry of Women and Child Development (MWCD) in New Delhi, reporting to the Program Analyst- GRB at UN Women. This position is crucial for coordinating and implementing program activities related to Gender Responsive Budgeting (GRB) within MWCD. The coordinator will work closely with the nodal official in MWCD to strengthen the national government's efforts on GRB, ensuring that gender perspectives are integrated into budgeting processes. The role involves providing technical assistance to MWCD, expanding GB to central ministries and states, and developing action plans for GRB. The coordinator will also conduct assessments, analyze gender-related documents, and support national pre-budget consultations to enhance women's participation in budget-making processes. This position requires a proactive approach to research, documentation, and dissemination of GRB resources, contributing to the overall goal of improving gender-responsive governance in India.
Duties and Responsibilities: The GRB Technical Coordinator- MWCD will have a comprehensive set of responsibilities, including:
Strengthening coordination with relevant ministries on Gender Budgeting (GB).
Providing technical assistance to MWCD on the expansion of GB to central ministries and states.
Offering inputs on gender issues for new policies, programs, and legislation.
Assessing the progress of ministries and states on GRB and developing action plans.
Administering self-assessment tools on GB and supporting ministries in their updates.
Compiling and analyzing data from ministries on Gender Budgeting.
Supporting national pre-budget consultations to include women's perspectives in budget-making.
Conducting research and preparing substantive inputs on gender-responsive governance. 1
Documenting and disseminating GRB resources, including case studies and best practices. 1
Assisting in the preparation of GRB-related documents, including annual reports and results frameworks. 1
Facilitating training and capacity development for various stakeholders on GB. 1
Developing training materials and guidelines for gender budgeting at different levels. 1
Collaborating with training institutions to further gender budgeting objectives. 1
Performing any other duties assigned by supervisors in MWCD and UN Women.
Required Qualifications: Candidates must possess a Master's Degree or equivalent in Social Sciences, Economics, Social Work, Gender Studies, Public Administration, Policy, or related fields. Additionally, they should have a minimum of 5 years of relevant experience at the national or state level, particularly in development projects focused on Gender Responsive Governance, Gender Equality, and Women's Empowerment. Experience in designing, implementing, and monitoring projects, as well as working with national or state governments on gender issues, is essential. Proficiency in budgetary and policy analysis, along with capacity building of government officials, is also required. Candidates should be proficient in using computers and office software packages such as MS Word and Excel.
Educational Background: The educational background required for this position includes a Master's Degree or equivalent in relevant fields such as Social Sciences, Economics, Social Work, Gender Studies, Public Administration, or Policy. This advanced education is crucial for understanding the complexities of gender issues and the frameworks necessary for effective gender budgeting and governance.

Languages: Proficiency in English is mandatory, with a good command of Hindi in reading and writing being highly desirable. Additional Notes: This is a full-time assignment, and the consultant is expected to use their own computer equipment, as the office will not provide any. The consultant must disclose any outside activities and is not permitted to take up any outside work during this assignment. The evaluation and selection process will include an interview and a written test. For assignments requiring travel, consultants aged 65 years or older must undergo a full medical examination and provide a statement of fitness to work.
