Job Overview:
The Technical Consultant for IDEAS Tool Implementation will play a crucial role in assessing and enhancing Indonesia's statistical system concerning children on the move. This position is home-based in Indonesia and is part of a project under the International Data Alliance for Children on the Move (IDAC), which aims to improve data on migrant and displaced children. The consultant will lead the assessment using the Integrated Data Ecosystem Assessment and Strengthening (IDEAS) Tool, conduct a desk review, support a kick-off workshop, and engage with stakeholders, particularly the Government of Indonesia. The main deliverable will be a comprehensive report assessing Indonesia's statistical system and identifying gaps and opportunities for improving age-disaggregated data. The consultant will work closely with national partners, including BPS (Badan Pusat Statistik, Statistics Indonesia) and relevant ministries, to ensure effective collaboration and data governance.

Duties and Responsibilities:
The duties and responsibilities of the Technical Consultant include:
  • Leading the assessment of Indonesia's statistical system regarding data on children on the move using the IDEAS Tool.
  • Conducting a desk review to summarize the Indonesian statistical landscape, main stakeholders, key data sources, and data gaps related to children on the move.
  • Supporting the organization and facilitation of a 2.5-day in-person workshop with partners in Indonesia to kick off the project.
  • Developing a brief summary on data gaps and related opportunities based on the desk review and workshop results.
  • Creating immediate, mid-, and long-term IDEAS roadmaps to enhance data collection and analysis.
  • Delivering a final analytical report on the IDEAS assessment, detailing the data landscape, relevant stakeholders, and identified data gaps.
  • Engaging with stakeholders, particularly BPS and relevant ministries, to refine the scope and direction of the review.
  • Ensuring timely delivery of all project outputs and maintaining regular communication with the hiring manager and team.

Required Qualifications:
The required qualifications for this position include:
  • A University Degree in Statistics, Demography, Public Policy, Social Sciences, International Relations, or a related field.
  • A minimum of 6 years of relevant experience with an undergraduate degree; or 5 years with a graduate degree; or 4 years with a doctorate degree.
  • Proven experience in synthesizing policy issues and technical writing.
  • Experience conducting in-depth research on technical topics and condensing information into analytical reports.
  • Ability to work in an international environment and under tight deadlines.
  • Experience working on multi-stakeholder projects with significant coordination needs.
  • Familiarity with National Statistical Offices, statistical production, or quantitative data collection, analysis, or dissemination processes.
  • Experience writing or editing technical publications in English and Bahasa Indonesia.
  • Experience in organizing regional and/or country workshops.

Educational Background:
The educational background required for this position includes a University Degree in Statistics, Demography, Public Policy, Social Sciences, International Relations, or any other related field. This educational foundation is essential for understanding the complexities of data collection and analysis, particularly in the context of children on the move. A strong academic background will enable the consultant to effectively engage with stakeholders and contribute to the project's objectives.

Experience:
The level of experience needed for this position is significant, with a requirement of at least 6 years of relevant experience for candidates with an undergraduate degree. Candidates with a graduate degree should have a minimum of 5 years of relevant experience, while those with a doctorate degree should have at least 4 years. This experience should include proven capabilities in technical writing, conducting research, and working in multi-stakeholder environments, particularly with National Statistical Offices and in the context of data governance.

Languages:
The mandatory languages for this position are Bahasa Indonesia and English, both written and spoken. Fluency in these languages is essential for effective communication with stakeholders and for drafting reports. Additionally, the ability to work in another UN language is considered desirable, as it may enhance collaboration with international partners and stakeholders.
