Job Overview:
The National Advisor for Population Census will play a pivotal role in supporting the Planning and Statistics Commission in Syria as they prepare for a comprehensive population and housing census. This position is critical due to the significant challenges faced by the statistical system in Syria, which has not conducted a population census since 200
  • The advisor will provide technical support and guidance to ensure that the census meets international standards and aligns with national objectives. The role involves planning and coordinating various aspects of the census, including methodology, data collection, and capacity building. The advisor will work closely with UNFPA and national authorities to develop a detailed work plan, monitor progress, and ensure the quality and reliability of the data collected. This position is essential for facilitating effective planning and resource allocation for national development efforts, as well as supporting the democratic transition and social justice processes in Syria.

Duties and Responsibilities:
The National Advisor will be responsible for a wide range of duties, including:
  • Providing advice and technical support to the Planning and Statistics Commission (PSC) and UNFPA in monitoring the planning and implementation of the census.
  • Reviewing and advising on technical documents related to the census, including project documents, implementation plans, and quality control plans.
  • Supporting the PSC in developing a detailed work plan for census activities and monitoring its implementation.
  • Preparing technical requirements for mobilizing necessary resources for the census.
  • Assisting in the development of census planning and implementation methodologies, including the creation of preliminary census questionnaires.
  • Providing support in various aspects of census management, including logistics, training, and quality assurance.
  • Organizing and coordinating training courses for census data collectors and ensuring the quality of data collection.
  • Preparing a National Capacity Building Plan and organizing workshops to enhance stakeholder participation in the census process.
  • Delivering technical reports and recommendations throughout the census preparation and implementation phases. 1
  • Performing other tasks as requested by the PSC related to the census.

Required Qualifications:
Candidates must possess a Master's or PhD degree in Statistics, Demography, Geography, or a related field. They should have at least 7-10 years of experience in managing and conducting population censuses, particularly in emergency environments. A strong track record of producing analytical reports and extensive experience in population statistics and census methodologies is essential. Proficiency in Geographic Information Systems (GIS) and statistical analysis software is also required. Candidates should demonstrate strong communication skills in both Arabic and English, as well as the ability to work collaboratively with diverse stakeholders.

Educational Background:
The position requires a Master's or PhD degree in Statistics, Demography, Geography, or a closely related field. This educational background is crucial for understanding the complexities of population data and the methodologies used in conducting censuses. Candidates should have a solid foundation in statistical analysis and demographic studies to effectively contribute to the planning and execution of the census.

Experience:
The ideal candidate should have a minimum of 7-10 years of relevant experience in managing and conducting population censuses, particularly in challenging environments. This experience should include a strong focus on producing analytical reports and developing strategic plans for census activities. Familiarity with emergency data analysis and the use of Geographic Information Systems (GIS) for mapping and data distribution is highly desirable. Candidates should also have experience in training and capacity building related to census activities.

Languages:
Fluency in Arabic and/or English is essential for this position. Candidates should possess strong communication skills in both languages to effectively collaborate with national and international stakeholders. Proficiency in additional languages may be considered an asset but is not mandatory.
