Job Overview:
The Shelter and Infrastructure Technical Advisor II will play a crucial role in providing technical support for the Shelter and Infrastructure components of the USG DOS funded program, Multi-Sector Assistance to War-Affected People in Ukraine. This position requires the advisor to offer guidance on design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, ensuring adherence to quality principles, technical standards, and donor guidelines. The advisor will work closely with CRS and Caritas Ukraine (CUA) teams to enhance the delivery of high-quality programming aimed at supporting vulnerable and conflict-affected populations. The role demands strong relationship management skills and technical expertise to navigate complex programmatic challenges and foster effective collaboration among stakeholders.

Duties and Responsibilities:
The advisor will be responsible for providing technical solutions to CRS and CUA teams, both remotely and on-site, focusing on strategic planning and the application of program design standards. Key responsibilities include developing and implementing strategies and tools for Shelter and Settlements, contributing to proposal development, advising on donor strategies, and enhancing capacity through training and mentorship. The advisor will also engage in knowledge management by analyzing program data, evaluating projects, and sharing best practices. Establishing relationships with donors and participating in relevant forums to promote CRS's work will also be essential duties.

Required Qualifications:
Candidates must possess a Master’s degree in engineering, architecture, or related fields. A minimum of eight years of relevant international experience in advisory or management roles is required, with at least three years focused on Shelter and Settlements programming. Experience in technical assistance, proposal development, and project management is essential, along with a strong understanding of partnership principles and the ability to influence diverse stakeholders.

Educational Background:
The position requires a Bachelor’s degree in engineering, architecture, or related fields, with a preference for candidates holding a Master’s degree. Educational qualifications should reflect a strong foundation in technical principles relevant to Shelter and Infrastructure.

Experience:
Candidates should have a minimum of eight years of relevant international working experience, ideally within an international NGO context. This experience should include progressive responsibilities in advisory or management roles, with a focus on Shelter and Settlements programming. Previous experience in providing technical assistance and developing successful proposals for donor funding is also required.

Languages:
Fluency in English (both written and verbal) is mandatory. Knowledge of Ukrainian or Russian is considered an advantage, enhancing communication with local partners and stakeholders.

Additional Notes:
This position is contingent on funding confirmation and may involve up to 30% field travel within Ukraine, primarily to partner offices. The role may include supervisory responsibilities, which are to be determined.
