Job Overview: The director" style="border-bottom: 1px dotted #007bff !important;">Technical Director for Procurement and Supply Chain Management (PSM) will play a pivotal role in enhancing the procurement and supply chain activities within the Management Division of the Department of Health Services at various levels of government in Nepal. This position is crucial for overseeing the procurement of essential life-saving equipment and commodities as part of the EpiC portfolio, which includes vital medicines, test kits, reagents, and medical equipment. The Technical Director will lead a team that includes a Senior PSM Coordinator and several provincial focal points, ensuring effective implementation of PSM-related activities funded through various streams. The role requires collaboration with government officials, project staff, and local experts to strengthen the health sector's inventory management systems and address key technical considerations for PSM. The Technical Director will also work closely with senior project leaders and stakeholders to achieve ambitious health outcomes efficiently and effectively.
Duties and Responsibilities: The Technical Director will be responsible for leading the implementation of health system strengthening initiatives in procurement and supply chain management. Key responsibilities include overseeing the purchasing and distribution of essential medicines and equipment, providing technical oversight to a team of specialists, ensuring minimal disruptions during transitions to new management systems, and managing projects with ambitious timelines. The Director will develop strategic partnerships with government authorities and international organizations, monitor annual work plans, and ensure accurate budget tracking. Additionally, the Director will prepare program reports, serve as the primary liaison with the United States Department of State on PSM-related elements, and represent FHI 360 at various external functions. The role also involves line management of team members and contributing to the overall strategy and operational plans of the country program.
Required Qualifications: Candidates must possess a Master's degree or an international equivalent in public health, management, social science, or a related field, along with five to seven years of experience managing large health-related supply chain and logistics projects. Alternatively, a Bachelor's degree with seven to ten years of relevant experience is acceptable. Experience in a non-governmental organization, particularly in health system strengthening and PSM, is preferred. Candidates should demonstrate skills in establishing buy-in among diverse stakeholders, overseeing project aspects including program and financial management, and guiding teams to meet objectives on time and within budget. Proficiency in managing multiple tasks in a virtual environment and excellent interpersonal and communication skills are essential.
Educational Background: A Master's degree in public health, management, social science, or a related field is required. Alternatively, a Bachelor's degree with significant relevant experience may be considered. The educational background should reflect a strong foundation in health systems, logistics, and project management principles.
Experience: The position requires five to seven years of experience in managing complex health-related supply chain and logistics projects for candidates with a Master's degree, or seven to ten years for those with a Bachelor's degree. Experience in an NGO or international NGO setting, particularly with a focus on health system strengthening and procurement and supply chain management, is highly desirable. Candidates should have a proven track record of overseeing large donor-funded projects and managing diverse teams effectively.
Languages: Fluency in both English and Nepali is mandatory, with excellent oral and written communication skills. Proficiency in additional languages may be considered an asset but is not required.
