Job Overview:
The Finance Manager position is a critical role within the DRC Myanmar and Bangladesh program, responsible for overseeing all accounting and financial management activities. This position requires a strong leader who can ensure sound financial management in accordance with DRC and donor procedures, requirements, and applicable regulations. The Finance Manager will lead the finance teams in both Myanmar and Bangladesh, managing mission grants, financial reporting, accounting, and compliance. The role also involves developing and implementing country-level financial strategies, translating them into actionable plans and daily operations. The Finance Manager will work closely with various stakeholders to strengthen financial systems and ensure compliance with statutory obligations, while also providing technical support to the finance teams.

Duties and Responsibilities:
The Finance Manager will have a wide range of responsibilities including: leading and managing the finance and accounting teams, ensuring workforce planning, performance management, and staff well-being; providing leadership and technical support to the finance units; ensuring timely submission of high-quality financial reports to the Head Office and donors; maintaining strict budgetary control aligned with the Master Budget; overseeing daily accounting operations including cash and bank reconciliations; developing donor budgets in coordination with relevant teams; leading financial review meetings and preparing donor financial reports; verifying partner budgets and coordinating with partner finance teams; ensuring effective utilization of DRC Dynamics (ERP system) for financial operations; enhancing financial policies and systems; identifying capacity-building needs and providing training to finance staff; and performing additional duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a Master's degree in Finance, Accounting, Business Administration, or a related field. A recognized professional accounting qualification such as CPA, CA, ACCA, or CIMA is strongly preferred. Additionally, candidates should have a minimum of 4 years of experience in a senior-level financial management role, with at least 2 years of experience in supervising and managing staff. Strong leadership capabilities and the ability to manage large-scale and complex budgets are essential. Candidates should also have experience collaborating with national partners and familiarity with major donor regulations and reporting requirements. Advanced proficiency in Microsoft Excel and experience with financial management systems are required, along with full professional fluency in English.

Educational Background:
The educational background required for this position includes a Master's degree in Finance, Accounting, Business Administration, or a related field. Additionally, candidates are strongly encouraged to hold a recognized professional accounting qualification such as CPA, CA, ACCA, or CIMA, which demonstrates a high level of expertise in financial management and accounting practices.

Experience:
The position requires a minimum of 4 years of experience in a senior-level financial management role, which should include at least 2 years of experience in supervising and managing staff. Candidates should have a proven track record of managing large-scale and complex budgets, including experience with multi-partner consortiums. Experience in delivering technical guidance and training on financial management practices is also essential, as is familiarity with collaborating with national partners and local or government authorities.

Languages:
Full professional fluency in English is mandatory for this position. Knowledge of local languages spoken in Myanmar and Bangladesh is considered an asset, as it can enhance communication and collaboration with local stakeholders and partners.

Additional Notes:
The successful applicant will receive a DRC Regular contract, which includes a 3-month probation period. The contract is renewable based on funding and performance. The salary and conditions will be in accordance with DRC’s Terms of Employment, and the position falls within Employment Band F-1-management.
