National Project Officer

Job Overview:
The National Project Officer position is crucial for the implementation of a new initiative aimed at protecting and equipping Ukraine's energy workforce amidst the ongoing challenges posed by war-related damages. This role involves supporting the Project Manager in delivering project outcomes that focus on occupational safety and health (OSH) protocols tailored for wartime conditions, workplace adaptation measures, and skills anticipation studies. The National Project Officer will work closely with various stakeholders, including government agencies, social partners, and international experts, to ensure the successful execution of project activities. The position requires a proactive approach to problem-solving, effective communication skills, and a commitment to promoting gender equality and non-discrimination in all project aspects. The officer will also be responsible for monitoring project progress, preparing reports, and providing administrative support to ensure the project meets its objectives.

Duties and Responsibilities:

• Support the Project Manager in the day-to-day implementation and administration of project activities, ensuring alignment with project objectives and coordination with relevant offices and partners.
• Collaborate with partners to design and revise annual work plans and prepare budget proposals, considering various approaches and methods.
• Promote gender equality and non-discrimination in all project aspects.
• Review and analyze work plans, reports, and data for clarity and completeness, monitoring project progress.
• Follow up on delayed documents and clarify information to support successful completion of activities.
• Assist in programming and controlling project resources, preparing budget estimates and expenditure forecasts.
• Monitor progress and assist in programming and budgeting activities.
• Participate in conferences, seminars, and workshops, representing the project as needed.
• Provide briefings and relevant information to ILO specialists and visiting officials. 1
• Draft and edit official correspondence and public information materials. 1
• Lead the preparation of technical reports and periodic progress reports. 1
• Perform other duties as assigned by the Project Manager and director" style="border-bottom: 1px dotted #007bff !important;">Country Director.

Required Qualifications:
Candidates must possess a first-level university degree in occupational safety and health (OSH), economics, public policies, development studies, or a relevant field. Additionally, candidates should have a strong understanding of project management principles and practices, particularly in the context of OSH and mental health support. Technical expertise in OSH, mental health, and the energy sector is highly desirable, along with knowledge of labor law and social dialogue. Familiarity with the policy-making process in Ukraine is an advantage. Candidates should demonstrate strong analytical skills, effective communication abilities, and a collaborative mindset to work within a multicultural team.

Educational Background:
A first-level university degree is required, preferably in fields related to occupational safety and health, economics, public policies, or development studies. This educational background is essential for understanding the complexities of labor issues and project management within the context of the ILO's mission and objectives.

Experience:
Candidates should have one to two years of professional experience at the national level in areas related to occupational safety and health, mental health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support, project management, and monitoring and evaluation. Experience working with UN or ILO projects will be considered an asset, as it demonstrates familiarity with international labor standards and practices. The role requires a proactive approach to problem-solving and the ability to work independently while also being a team player.

Languages:
Excellent knowledge of Ukrainian and English, both oral and written, is mandatory for this position. Proficiency in additional languages may be considered an advantage, particularly in enhancing communication with diverse stakeholders and partners involved in the project.

The position is a fixed-term contract for 12 months, starting from February 1, 2026, with the possibility of extension based on project needs and funding availability.
