Job Overview: As an ICLA Specialist, you will play a crucial role in driving the technical development of the ICLA core competency strategy. This position involves providing strategic direction, ensuring quality assurance, and guiding the evolution of the ICLA strategy. You will be responsible for mentoring, training, and building the capacity of dedicated ICLA staff in the field, as well as empowering NRC's implementing partners across key thematic areas. The role requires a strong commitment to the protection of internally displaced populations, refugees, and returnees, aligning with NRC's advocacy strategy. You will develop the ICLA strategy, technical guidance, and macro logframes, while also ensuring compliance with NRC policies and procedures. Additionally, you will contribute to fundraising efforts by developing and revising funding proposals, budgets, and donor reports. Your expertise will be essential in identifying trends, technical standards, and donor priorities, as well as ensuring high technical quality and synergies in project implementation. This position is vital for extracting key learnings from ICLA implementation and incorporating them into the program and staff development processes. You will also represent NRC in relevant forums and clusters, engaging with national authorities and donors to promote the rights of affected populations.
Duties and Responsibilities: The ICLA Specialist will have a comprehensive set of duties and responsibilities, including but not limited to: developing the ICLA strategy and technical guidance; creating macro logframes; overseeing the implementation of ICLA in all areas of intervention; ensuring compliance with NRC policies and procedures; contributing to fundraising efforts by developing and revising funding proposals, budgets, and donor reports; identifying trends and technical standards; ensuring compliance with contractual commitments within ICLA; providing technical direction and project implementation support; extracting key learnings from ICLA implementation; providing systematic training and capacity building for NRC technical staff and implementing partners; representing NRC in relevant forums and clusters; and promoting the rights of internally displaced populations, refugees, and returnees in line with the advocacy strategy.
Required Qualifications: To qualify for the ICLA Specialist position, candidates must possess a minimum of 4 years of experience in the human rights, legal protection, or displacement areas of expertise within a humanitarian or recovery context. A legal background is essential, with at least a bachelor's degree in law. Candidates should have a strong understanding of relevant human rights frameworks, including refugee rights and the rights of internally displaced populations, as well as humanitarian law. Solid knowledge and experience in applying protection principles within humanitarian responses are required.
