The OSCE Secretariat, based in Vienna, provides operational and administrative support to the organization’s various field operations and institutions, ensuring that the organization's objectives are met effectively and efficiently.

Job Overview:
As a Programme Officer for Energy Security within the OSCE's Office of the Co-ordinator of Economic and Environmental Activities (OCEEA), you will play a crucial role in supporting the organization's energy security dialogue and project activities. This position requires a comprehensive understanding of energy security issues, including renewable energy, energy efficiency, and the protection of critical energy infrastructure. You will be responsible for developing, implementing, and administering projects that address energy security challenges across the OSCE area. This includes conducting analyses of current and emerging energy security issues, leading the development of project proposals, and managing relationships with government officials and donor agencies. You will also oversee the work of other team members, ensuring that project deliverables are met and that the team operates effectively. Your role will involve significant collaboration with various stakeholders, including international organizations and governmental bodies, to promote sustainable energy practices and enhance energy security across the region.

Duties and Responsibilities:
In your role as Programme Officer, you will be tasked with a variety of responsibilities that are critical to the success of the OCEEA's energy security initiatives. These include:
  • Analyzing current and emerging energy security issues across the OSCE area, including national and regional policies, energy markets, and political trends to identify priorities and design effective regional activities and projects.
  • Leading the development, implementation, monitoring, and evaluation of Extra-budgetary (ExB) projects and Unified Budget (UB) activities, including preparing project proposals, defining implementation modalities, and forecasting expenditures.
  • Engaging in negotiations and information exchanges with government officials and representatives of donor agencies regarding energy security issues.
  • Appraising and adjusting program and project outputs to ensure alignment with national, regional, and sectoral priorities in energy security.
  • Organizing meetings, technical seminars, and conferences to facilitate information sharing and best practices in energy security.
  • Preparing briefing papers, reports, and speeches for senior management and representatives of the OSCE.
  • Contributing to the Economic and Environmental Committee and the Economic and Environmental Forum processes.
  • Performing other duties as assigned by your supervisors.

Required Qualifications:
To be considered for this position, candidates must possess a second-level university degree in a relevant field such as Economics, Business Administration, Law, Geography, Natural or Social Sciences, or International Relations, with a focus on energy. Alternatively, a first-level university degree combined with two additional years of relevant experience will be accepted. Candidates should have a minimum of five years of progressively responsible professional experience in energy security or economic-environmental development, preferably in an international context. Experience in managing donor-funded projects is essential, and recognized project management certification would be an asset. Strong oral and written communication skills in English are required, and knowledge of other languages spoken in the OSCE region is advantageous. Candidates should also demonstrate proficiency in project management, report writing, and digital literacy, particularly with Microsoft Office applications.

Educational Background:
Candidates must hold a second-level university degree in a relevant field, such as Economics, Business Administration, Law, Geography, Natural or Social Sciences, or International Relations, with a focus on energy. A first-level university degree combined with two additional years of relevant experience will also be accepted. This educational background is crucial for understanding the complexities of energy security and the economic and environmental factors that influence it.

Experience:
Candidates should have a minimum of five years of progressively responsible professional experience in the area of energy security and/or economic-environmental development. If the candidate holds a first-level university degree, a minimum of seven years of relevant experience is required. Experience in planning, implementing, and managing donor-funded projects is essential, as is familiarity with the OSCE region and its specific energy security challenges.

Languages:
Excellent oral and written communication skills in English are mandatory for this position. Knowledge of other languages spoken in the OSCE region is considered an asset and would enhance the candidate's ability to engage with diverse stakeholders and facilitate communication across different cultural contexts.

This position is classified as an international secondment, and candidates must be nominated by their respective participating States.
