Job Overview: The Maternal Health Programme Analyst will play a crucial role in coordinating, implementing, monitoring, and reporting on the maternal health components of the UNFPA country programme in Bolivia. This position is vital for improving maternal and neonatal health outcomes among vulnerable populations, especially indigenous women and those in rural areas who face significant barriers to accessing healthcare services. The analyst will ensure the delivery of high-quality emergency obstetric and newborn care (EmONC) and establish effective referral systems. The role also involves addressing cross-sectoral maternal health issues by providing technical assistance to partners and government institutions, transforming discriminatory social and gender norms, and designing public policies that integrate human rights and gender perspectives. The analyst will be responsible for the timely and cost-effective delivery of project results, leading new interventions aligned with the UNFPA Country Programme (2023-2027) and beyond, while coordinating closely with the Public Health System and other UN agencies.
Duties and Responsibilities: The Maternal Health Programme Analyst will have a comprehensive set of responsibilities, including but not limited to:
Leading and implementing strategic interventions to improve the availability and quality of maternal healthcare services, ensuring continuous access to basic and comprehensive emergency obstetric and newborn care (EmONC).
Advising on the development and implementation of feasible solutions to address structural inequalities related to maternal health and mortality.
Providing insights on strategies that utilize human rights, gender, and intercultural approaches to transform discriminatory social norms affecting maternal health.
Strengthening national and subnational capacities for results-based program management by offering technical assistance to government counterparts and partners.
Monitoring UNFPA's key initiatives, such as the Maternal Mortality Reduction Territorial Model, and coordinating with UN agencies and other partners.
Managing the deployment of nurse-midwives in the public health system to ensure safe deliveries and increase the use of modern contraceptives.
Advancing advocacy and political dialogue to place maternal and sexual and reproductive health on the public agenda.
Supporting government institutions in designing and implementing public policies that incorporate human rights and gender perspectives.
Providing technical leadership for evidence-based strategies that expand access to sexual and reproductive health services for vulnerable populations. 1
Contributing to strengthening national capacities for generating timely and disaggregated data to inform public policies. 1
Facilitating coordination with other UNFPA areas and partners to address maternal mortality effectively. 1
Carrying out any other duties as required by UNFPA leadership.
Required Qualifications: Candidates must possess an advanced university degree in health sciences, preferably in Public Health or Obstetrics & Gynecology. Relevant experience in the development and management of Maternal Health and/or Sexual and Reproductive Health and Rights programs is essential. Managerial experience within the Public Health System is desirable, along with leadership and management skills in multicultural environments. Candidates should demonstrate supervisory, mentoring, and monitoring skills, as well as effective communication abilities aimed at diverse audiences. Experience in designing, implementing, and reporting on Maternal and/or Sexual and Reproductive Health programs is required, and knowledge of UN System work programs and procedures is a plus.
Educational Background: The position requires an advanced university degree in health sciences, with a strong preference for candidates holding degrees in Public Health or Obstetrics & Gynecology. This educational background is crucial for understanding the complexities of maternal health issues and for effectively contributing to the development and management of relevant programs.
Experience: Candidates should have relevant experience in the development and management of Maternal Health and/or Sexual and Reproductive Health and Rights programs. Managerial work experience in the Public Health System is desirable, along with demonstrated leadership and management capabilities in multicultural settings. Experience in supervisory roles, mentoring, and monitoring is also important, as is the ability to communicate effectively with individuals from various professional backgrounds.
Languages: Fluency in written and spoken Spanish is mandatory, along with a working knowledge of English. Proficiency in these languages is essential for effective communication and collaboration with diverse stakeholders, including government institutions, partners, and community members.
