Job Overview:
The Partnerships and Resource Mobilization Officer will play a crucial role in supporting the Bolivia Country Office of WFP in formulating and implementing a comprehensive strategy for partnerships and resource mobilization. This position is designed to enhance collaboration with funding partners across humanitarian, development, and resilience-building initiatives. The officer will be responsible for engaging with private sector actors and other stakeholders to attract financial resources, technical expertise, and innovative solutions that align with WFP’s mandate in Bolivia. The role requires a proactive approach to managing the partnerships portfolio, analyzing funding trends, and identifying new partnership opportunities to maximize resources and support WFP’s operations. The officer will also be expected to provide strategic guidance and donor intelligence to senior management and the partnerships team, ensuring that WFP’s objectives are met effectively.

Duties and Responsibilities:
  • Formulate and implement a work plan for the Bolivia Country Office to identify, develop, and strengthen quality partnerships that support the Country Strategic Plan and contribute to national priorities aligned with WFP's strategic objectives.
  • Proactively manage the Bolivia partnerships portfolio, including partner profiling, funding trends analysis, and outreach activities, to maximize resources and leverage policy and technical support for WFP’s operations while ensuring partner visibility and compliance with agreed conditions.
  • Utilize data and context-specific analysis to propose options for expanding support from existing partners and identifying new partnership opportunities, guided by programmatic needs and the Bolivian context, to enhance the impact of WFP’s work and diversify the resource base.
  • Gather and share partner intelligence, including forecasting, using WFP key information systems (e.g., Salesforce, WINGS, WFPGo), and ensure timely updates for decision-making.
  • Coordinate with other functional units to collect inputs, conduct analysis, and draft high-quality briefs to support outreach and engagement opportunities.
  • Develop partnership strategies, including Partnership Action Plans; prepare quality proposals and donor reports by engaging with internal teams and external stakeholders.
  • Contribute to the preparation of strategic agreements, joint strategies, and MOUs with government institutions, international financial institutions, UN agencies, private sector, and other actors to promote the Sustainable Development Goals (SDGs) and Zero Hunger on national, regional, and global agendas, ensuring mutually beneficial outcomes.
  • Facilitate corporate dialogue and networking with partners, sharing relevant information and proactively highlighting strategic issues to senior management; propose actionable recommendations to strengthen trust and foster partnership growth.
  • Contribute to emergency preparedness and risk management actions, providing technical recommendations and monitoring defined risks related to partnerships and resource mobilization. 1

Required Qualifications:
Candidates must possess strong analytical skills, excellent communication abilities, and a proven track record in partnership development and resource mobilization. The ideal candidate should demonstrate a deep understanding of the humanitarian and development sectors, particularly in relation to security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and nutrition. Familiarity with WFP’s mission and operations, as well as experience in engaging with diverse stakeholders, including government entities, private sector organizations, and international agencies, is essential. The ability to work collaboratively in a multicultural environment and to adapt to changing circumstances is also required.

Educational Background:
A bachelor’s degree in international relations, development studies, business administration, or a related field is required. A master’s degree in a relevant discipline is preferred and may be considered an asset for this position.

Experience:
Candidates should have a minimum of five years of relevant professional experience in partnerships, resource mobilization, or related fields. Experience working with international organizations, particularly in the context of humanitarian assistance or development programs, is highly desirable. Proven experience in managing partnerships and engaging with diverse stakeholders is essential.

Languages:
Fluency in English and Spanish is mandatory. Knowledge of additional languages, particularly indigenous languages of Bolivia or other regional languages, would be considered an asset and beneficial for the role.
