Job Overview:
The National Data and Knowledge Management Analyst plays a crucial role in supporting the development and implementation of UNFPA's country programme in Bolivia. This position focuses on data management, evidence collection, monitoring, and evaluation to enhance the effectiveness of UNFPA's initiatives. The analyst will be responsible for ensuring the quality and accuracy of data, analyzing demographic trends, and disseminating information to inform policy and programmatic decisions. By collaborating with various stakeholders, including government agencies, civil society organizations, and academic institutions, the analyst will contribute to building a robust evidence base that supports UNFPA's transformative results: ending unmet needs for family planning, preventing maternal deaths, and eliminating gender-based violence. The role also emphasizes knowledge management and the integration of cross-cutting issues such as climate change and migration into population and development strategies.

Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks aimed at improving data availability and use, supporting results-based planning and monitoring, and facilitating knowledge management. Key responsibilities include:
  • Improving Data Availability and Use: - Collecting, analyzing, and interpreting data to strengthen evidence-based policy and planning. - Supporting the development of measurement tools and guidelines for monitoring indicators relevant to UNFPA's mandate. - Providing technical support for the development of national surveys and data systems. - Managing and maintaining UNFPA's global databases, ensuring data quality and comparability. - Analyzing health and demographic data to inform UNFPA's initiatives.
  • Support for Results-Based Planning and Monitoring: - Contributing to project planning by providing relevant data and context analysis. - Coordinating with program officers to track progress and strengthen results-based management capacity.
  • Results Analysis and Knowledge Management: - Conducting analyses to support thematic reports and evidence-based advocacy. - Developing innovative statistical applications for data analysis and projection. - Organizing the dissemination of research findings to maximize their impact.
  • Coordination and Participation in Technical Forums: - Participating in working groups focused on demographic data analysis. - Providing technical assistance for project planning and evaluation processes. - Collaborating with other UN agencies to enhance data management practices.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in social sciences or related disciplines such as sociology, political science, international relations, economy, demography, or health. Additionally, candidates should have a strong background in research methodologies, particularly in population and health analysis, and experience in managing research studies. Proficiency in statistical software packages (e.g., SPSS, STATA, R) and data visualization tools (e.g., GIS, PowerBI) is essential. Familiarity with results-based management and human rights approaches is also required. Candidates should demonstrate strong analytical skills, the ability to work collaboratively, and a commitment to UNFPA's mission and values.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in social science-related disciplines. This may encompass fields such as sociology, political science, international relations, economy, demography, health, or other related sciences. The emphasis is on candidates who have a strong foundation in research methodologies and data analysis relevant to population and health issues.

Experience:
Candidates should have substantial experience in research, particularly in the areas of population and health analysis that align with UNFPA's mission. This includes demonstrated experience in processing social, economic, and demographic data, as well as building indicators. Experience managing research studies and generating evidence on topics such as sexual and reproductive health, gender-based violence, and youth issues is highly advantageous. Familiarity with results-based management practices, including planning, monitoring, evaluation, and reporting, is also essential for this role.

Languages:
Fluency in written and spoken Spanish is mandatory, along with a working knowledge of English. Proficiency in both languages is crucial for effective communication and collaboration with diverse stakeholders, including government agencies, international organizations, and local partners.
