Job Posting Organization:
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that has been providing assistance to populations affected by armed conflict and natural disasters for over 40 years. The organization is dedicated to responding to the basic needs of affected populations, focusing on food, water, and shelter. SI is particularly committed to combating diseases linked to unsafe water, which is a leading cause of death worldwide. The organization operates in more than 20 countries, employing teams made up of expatriates, national employees, permanent staff at headquarters, and a few volunteers. SI's mission in South Sudan began in 2006, where it conducts activities in emergency and post-emergency contexts, particularly in rural and semi-urban areas, including settings for refugees, returnees, and internally displaced persons (IDPs).

Job Overview:
The FSL Coordinator will lead and coordinate the technical aspects of Solidarités International’s security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Livelihoods (FSL) portfolio in South Sudan. This role involves direct implementation and support for projects executed by partners. The FSL Coordinator is responsible for designing, developing, and ensuring the quality of FSL programming in accordance with international humanitarian standards, donor regulations, and SI’s internal policies, while addressing the specific needs of the affected population in South Sudan. The position requires providing technical guidance to ensure that all FSL interventions are appropriate, evidence-based, inclusive, and sustainable. Additionally, the FSL Coordinator will focus on building the capacity of national teams and ensuring effective coordination with external actors, including government entities, UN agencies, and FSL Cluster members. The role is set against a backdrop of fragile contexts and insecurity, with frequent access and movement constraints that limit field visits and real-time technical support. The FSL Coordinator must navigate challenges such as seasonal flooding, poor road infrastructure, and the impacts of climate change, which complicate logistics and hinder access to vulnerable communities.

Duties and Responsibilities:
The FSL Coordinator will be responsible for a variety of duties, including but not limited to:
  • Leading the technical implementation of FSL projects, ensuring adherence to international standards and best practices.
  • Conducting assessments to identify the needs of the affected population and designing appropriate interventions.
  • Developing and reviewing technical Bills of Quantities (BoQs) for FSL activities, particularly in agriculture and fisheries.
  • Setting up the FSL department by recruiting and training staff, ensuring that technical capacity meets required standards.
  • Implementing activities in Upper Nile across multiple locations, establishing communication and remote monitoring channels for field teams.
  • Conducting market assessments for the procurement and engagement of program items and activities.
  • Reviewing Cash Standard Operating Procedures (SOPs) and identifying areas for quick improvements and program quality development.
  • Collaborating with partners and stakeholders to ensure effective coordination and avoid duplication of efforts.
  • Monitoring and evaluating the impact of FSL interventions and making necessary adjustments based on findings. 1
  • Ensuring that all activities are inclusive and sustainable, with a focus on community ownership and proper handover strategies.

Required Qualifications:
Candidates must possess a university degree in relevant fields such as Agriculture, Natural Resources Management, International Development, Humanitarian Affairs, Rural Development, Climate Change Adaptation, or Public Health. Additionally, candidates should have experience in the design, implementation, and oversight of integrated FSL interventions, including agriculture, livestock, cash, and market support. A strong understanding of food security frameworks, such as the Integrated Food Security Phase Classification (IPC), seasonal calendars, and livelihood zoning is essential. The ability to adapt programming across emergency, early recovery, and resilience phases is also required. Candidates should demonstrate strategic thinking, adaptability, and strong coordination and inter-agency collaboration skills.

Educational Background:
A university degree in Agriculture, Natural Resources Management, International Development, Humanitarian Affairs, Rural Development, Climate Change Adaptation, or a related field is required. This educational background is crucial for understanding the complexities of food security and livelihoods in humanitarian contexts.

Experience:
Candidates should have a significant level of experience in the humanitarian sector, particularly in food security and livelihoods programming. Experience in managing projects in fragile contexts, as well as familiarity with the challenges faced in South Sudan, is highly desirable. The role requires a high level of technical expertise to ensure the quality and relevance of FSL interventions, aligned with humanitarian standards and adapted to the complex context of South Sudan.

Languages:
Fluency in English is mandatory, with strong communication and presentation skills essential for effectively conveying technical concepts and representing SI in coordination forums. While English is the primary language required, knowledge of local languages may be advantageous but is not mandatory.

Additional Notes:
The position offers a permanent expatriate contract with a salary calculated based on the expatriate salary scale, starting at €2,600 per month. Additional benefits include per diem and accommodation coverage during deployments, one day off for each weekend spent in the field, and 25 days of paid vacation. Health and life insurance, as well as repatriation costs, are fully covered. The position allows for a free choice of location (France or abroad) outside of deployment periods. Candidates should be aware of the security constraints and fragile context in South Sudan, which may affect access and movement.
