Job Overview: The Program Manager is responsible for implementing and achieving the objectives outlined in project proposals. This role involves supervising operational teams assigned to specific programs, ensuring that the programs are executed properly and meet quality standards. The Program Manager is expected to suggest adjustments or developments to enhance the relevance of the programs. This position requires a proactive approach to project management, with a focus on maintaining high standards of service delivery in challenging conditions. The Program Manager will also play a key role in communication and representation, ensuring that the organization's work is effectively communicated to stakeholders and partners. The role is critical in ensuring that the humanitarian needs of the affected populations are met through well-designed and implemented programs.
Duties and Responsibilities: The main responsibilities of the Program Manager include:
Ensuring project relevance, quality, and design by aligning program objectives with the needs of the target population and the overall mission of SI.
Overseeing the implementation and operational monitoring of programs, ensuring that activities are carried out according to established plans and timelines.
Managing personnel involved in the program, including recruitment, training, and performance evaluation.
Capitalizing on lessons learned from program implementation to improve future projects and share best practices with the team and other stakeholders.
Preparing and submitting reports on program progress, challenges, and outcomes to relevant stakeholders, ensuring transparency and accountability.
Representing SI in meetings and discussions with partners, donors, and other organizations to advocate for the needs of the communities served.
Collaborating with other sectors within SI to ensure a holistic approach to humanitarian assistance.
Required Qualifications: Candidates must possess a Master’s Degree in humanitarian/development studies, social sciences, management, or a related discipline. They should have a strong understanding of project cycle management and project reporting, with experience in proposal design and writing. Excellent communication, coordination, and representation skills in English are essential. Knowledge of security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Livelihoods, including familiarity with relevant indicators and assessments, is a strong asset. Proficiency in GIS and MEAL software, such as Kobo and XLS, is also desirable. Candidates should demonstrate leadership and management capabilities, as well as the ability to coordinate effectively with partners and prioritize tasks in a dynamic environment. Good stress management skills and flexibility are important for success in this role.
Educational Background: A Master’s Degree in humanitarian/development studies, social sciences, management, or a related field is required for this position. This educational background provides the necessary theoretical framework and practical skills needed to navigate the complexities of humanitarian work and project management.
Experience: The position requires 0-2 years of experience in the humanitarian sector, with a preference for candidates who have held similar positions in the past. Prior experience working with SI or a similar organization is considered an asset, as is any experience in South Sudan, which would provide valuable context for the challenges faced in the region.
Languages: Fluency in English, both written and spoken, is mandatory for this position. Knowledge of Arabic is considered an asset, as it may facilitate communication with local communities and stakeholders.
Additional Notes: This is a salaried position with a starting salary of EUR 2310 gross per month, which includes a base salary of EUR 2100 and a 10% annual leave allowance paid monthly. Additionally, a monthly Per Diem of USD 700 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The organization implements a break system during assignments, allowing for 7 working days off every two months, along with a USD 850 break allowance. Expatriates are also provided with a comprehensive insurance package that covers healthcare expenses, including medical, surgical, dental, and repatriation costs, as well as essential vaccinations and antimalarial treatments.
