Job Overview:
The Supply Chain Specialist at UNFPA is tasked with overseeing procurement and logistics activities within the organization, particularly in the context of humanitarian recovery and development. This role is crucial for ensuring that the Country Office can effectively respond to urgent needs while also contributing to long-term development goals. The specialist will manage a team responsible for procurement services, ensuring compliance with UNFPA policies and procedures, and will be involved in strategic planning and implementation of procurement strategies. The position requires a proactive approach to problem-solving and the ability to navigate complex procurement challenges, particularly in emergency contexts.

Duties and Responsibilities:
The Supply Chain Specialist will manage and coordinate procurement and logistics services for the Country Office, ensuring compliance with UNFPA's Procurement Principles. Responsibilities include advising on procurement planning, leading procurement activities in emergency situations, implementing cost-saving strategies, and managing contracts. The specialist will also develop logistics strategies to support emergency response plans, monitor procurement processes, and ensure timely delivery of goods and services. Additionally, the role involves providing technical support and capacity development for procurement activities, promoting local capacity building, and ensuring adherence to regulations and guidelines. The specialist will also participate in program response planning and contribute to audit exercises as needed.

Required Qualifications:
Candidates must possess an advanced degree (Master's or equivalent) in relevant fields such as Economics, Law, Public Administration, or Business Administration. Procurement accreditation from recognized institutions is an asset. A minimum of 5 years of progressively responsible experience in supply chain management or related areas is required, along with a good understanding of humanitarian response and IT tools. Knowledge of PeopleSoft or similar ERP systems, international trade laws, and UN financial frameworks is highly desirable.

Educational Background:
An advanced degree (minimum Master’s degree or equivalent) in Economics, Law, Public Administration, Commerce, Business Administration, Accounting, Procurement, or a related field is required. Additional procurement accreditation from recognized learning institutes such as CIPS is considered an asset.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in supply chain management or related areas. Candidates should have a solid understanding of humanitarian response and experience with procurement processes in complex environments.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
