Job Overview: In the role of Senior Program Officer, Data, Policy & Insights, the individual will be an integral part of the Strategy, Planning and Management (SPM) team within the Europe, Middle East and East Asia (EMEEA) division. This position involves providing cross-geography data, policy insights, and analytics to support the work of EMEEA and the Global Policy & Advocacy (GPA) division. The officer will manage a portfolio of grants and partnerships, produce high-quality analyses and briefs, and engage in horizon scanning to identify key trends in major donor markets. This role is pivotal in influencing policy debates in EMEEA and driving global impact, requiring collaboration with various teams and stakeholders to ensure that advocacy efforts are informed by robust evidence and innovative perspectives.
Duties and Responsibilities: The Senior Program Officer will be responsible for a variety of tasks, including negotiating, executing, and managing a portfolio of grants and contracts that support the data, insights, and policy needs of the EMEEA team. The officer will lead horizon scanning activities to identify critical policy processes or themes that require EMEEA engagement, taking responsibility for developing appropriate responses. The role includes providing policy leadership and generating insights on health and development priorities within the EMEEA strategy, ensuring that advocacy efforts are backed by solid evidence. The officer will produce high-quality analyses, briefing materials, and recommendations that shape the foundation's approach to significant issues, supporting the EMEEA team and the wider GPA division in engaging effectively in policy debates. Additionally, the officer will contribute data and insights to the design of new strategies and collaborations, ensuring long-term sustainability and impact, and represent the foundation to key external constituencies as needed.
Required Qualifications: Candidates must possess an advanced degree or equivalent demonstrated experience in fields such as economics, public policy, international relations, public health, or development. They should have experience serving as a technical resource to teams and leadership on impact, cost-effectiveness, and decision analyses. The ability to lead and influence others constructively, along with building and sustaining collaborative relationships, is essential. Strong analytical and writing skills are required for effective communication with diverse audiences. Experience in developing insight products that translate complex data into actionable policy insights is also necessary. Excellent communication and relationship management skills are crucial for working with multiple stakeholders, and experience in designing and implementing data frameworks and metrics to support decision-making is desirable.
Educational Background: An advanced degree in a relevant field such as economics, public policy, international relations, public health, or development is required. Equivalent demonstrated experience may also be considered in lieu of formal education.
Experience: Candidates should have substantial experience in roles that involve data analysis, policy development, and stakeholder engagement. Experience in managing grants, contracts, and partnerships is desirable, as is a proven track record of leading teams and influencing policy discussions. Familiarity with data frameworks and the ability to translate complex data into actionable insights are critical components of the required experience.
