Job Overview: The Programme Policy Officer position focuses on the Home-Grown School Feeding initiative in Nepal, which aims to integrate local food systems into school meal programs. The role involves designing, facilitating, and documenting training programs for government representatives and WFP staff to enhance their understanding and implementation of the Home-Grown School Feeding Framework. The officer will work closely with the Government of Nepal and various stakeholders to ensure effective scaling of the program across local governments. The position requires a high degree of independence and the ability to manage junior staff, contributing to performance improvement and achieving program objectives. The officer will also be responsible for developing training materials and providing technical guidance on food systems and local procurement.
Duties and Responsibilities: The incumbent will be responsible for preparing high-quality training materials, including presentations, case studies, tools, and handouts that align with the home-grown school feeding framework. They will lead and support all preparatory activities, including logistics and pre-training communications. The officer will deliver a series of training sessions for WFP staff and local government personnel, facilitating interactive sessions that utilize participatory and adult-learning methods. Additionally, they will develop technical guidance on food systems and integrated programming, guide participants in creating local government-focused action plans for the rollout of the program, and perform any other related tasks as assigned by the supervisor.
Required Qualifications: Candidates must possess at least three years of postgraduate professional experience in areas such as school feeding, food systems, local governance, and capacity development. Demonstrated experience in conducting Training of Trainers and designing adult-learning modules is essential. A strong understanding of home-grown school feeding concepts is required, along with experience working with government stakeholders and development partners in Nepal, which is considered an asset. Excellent facilitation, communication, and report-writing skills are also necessary for this role.
Educational Background: An advanced university degree in education, nutrition, agriculture, food systems, public health, or a related field is required for this position. This educational background will provide the necessary knowledge and skills to effectively contribute to the Home-Grown School Feeding initiative and its implementation.
Experience: The position requires a minimum of three years of postgraduate professional experience in relevant fields. More extensive experience in school feeding, food systems, and local governance is desirable. Candidates should have a proven track record of working with government entities and development partners, particularly in the context of Nepal, to ensure effective program delivery and stakeholder engagement.
Languages: Excellent communication skills in both written and spoken English and Nepali are mandatory for this position. Knowledge of a local language will be considered an added advantage, and proficiency in Nepali typing is also beneficial.
