Job Overview:
The Diagnostics and Laboratory Advisor for GHS position is crucial for the EpiC Kazakhstan project, which aims to enhance the laboratory diagnostic network in alignment with national and U.S. Government priorities. The role involves supporting the Diagnostics and Laboratory Advisor in implementing laboratory strengthening activities, providing technical inputs to the annual work plan, and offering support to the Ministry of Health in developing guidelines and standard operating procedures (SOPs) for specimen transportation. The advisor will lead initiatives to improve the quality and performance of laboratory services, ensuring that they meet the evolving needs of public health. This position also requires participation in technical thought leadership at both regional and national levels, making it essential for the candidate to have a comprehensive understanding of laboratory systems and public health challenges.

Duties and Responsibilities:
The key responsibilities of the Diagnostics and Laboratory Advisor include providing technical input and guidance for laboratory and diagnostics components of the project, consolidating data from laboratory assessments, and conducting rapid assessments to identify gaps in public health laboratory services. The advisor will utilize assessment findings to develop a roadmap for strengthening laboratory services, review and update laboratory referral SOPs, and support the development and delivery of training programs for laboratory staff. Additionally, the advisor will work on strengthening accreditation and quality assurance systems at regional laboratories, provide onsite technical assistance, and collaborate with national counterparts to support national objectives. The role also involves preparing training materials, coordinating the procurement of laboratory supplies, and conducting meetings and workshops with local partners. The advisor will be responsible for data collection and entry in DHIS2 and may perform other duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor's degree in microbiology, laboratory sciences, or a related field, with a Master's degree preferred. A minimum of 4 years of experience in infectious disease diagnostics or laboratory systems strengthening is required. Proven experience in laboratory quality assurance, biosafety, and conducting audits is essential. The candidate should demonstrate creative problem-solving skills and have experience in training and mentoring staff. Experience working with government officials, particularly the Ministry of Health, is highly desirable, as is experience in international organizations.

Educational Background:
The educational background required for this position includes a Bachelor's degree in microbiology or laboratory sciences, or an equivalent international qualification in biological sciences within a clinical or diagnostic discipline. A Master's degree is preferred, indicating a higher level of expertise and knowledge in the field.

Experience:
The position requires at least 4 years of relevant experience in infectious disease diagnostics and/or laboratory systems strengthening. Candidates should have a proven track record in laboratory quality assurance, biosafety, and conducting audits, as well as experience in a laboratory specialist role. Familiarity with government processes and experience in international organizations will be advantageous.

Languages:
Fluency in Kazakh and Russian is mandatory for this position, with English fluency preferred. This language proficiency is essential for effective communication with local partners and stakeholders, as well as for the preparation of technical documents and training materials.

This position is based in Almaty, Kazakhstan, and is open to Kazakh residents. The role may require travel up to 20%, primarily within Kazakhstan.
