The mission of hulo is to enhance the impact of humanitarian aid by strengthening collaboration and implementing joint projects in its intervention countries. Hulo believes that sharing and pooling resources and expertise among organizations contributes to improving the performance of humanitarian logistics and supply chains. Their approach is collaborative and participatory, relying on collective intelligence and the facilitation of a community of practices. All activities are structured around a common goal, involving multiple autonomous and interdependent stakeholders who cooperate horizontally. Leadership is distributed, based on consultation, co-responsibility, and voluntary commitment. Hulo operates in 7 intervention countries across 3 regions, implementing shared initiatives in procurement, human resources, and environmental sectors. They coordinate international humanitarian transport initiatives to address the most severe humanitarian crises and continuously develop digital solutions for the humanitarian community. The organization has around 40 employees in the operations department, with 7 at headquarters and about 15 in the field. Solidarités International (SI) is an international humanitarian aid organization that has been providing assistance to populations affected by armed conflicts and natural disasters for nearly 40 years, addressing vital needs such as access to water, food, and shelter. SI is particularly committed to combating diseases related to unsafe water, which is the leading cause of mortality worldwide. Their interventions focus on access to drinking water, sanitation, hygiene promotion, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, and livelihoods. SI operates in approximately 20 countries, employing around 2000 people, including expatriates, national staff, headquarters personnel, and some volunteers, all working professionally and respectfully of local cultures.
Job Overview: The position of Joint Procurement Initiatives (JPI) Manager is crucial for managing the complete lifecycle of the Joint Procurement Initiatives planned by the hulo community. The JPI Manager will facilitate meetings related to these initiatives, ensure the implementation of various stages of the shared procurement initiatives, and monitor their usage. This role involves coordinating needs assessments, facilitating the progress of shared procurement files, enhancing inter-ONG coordination, and contributing to the development of the hulo network. In the absence of the Country Representative, the JPI Manager may represent the cooperative in certain forums. The position requires a strong understanding of humanitarian supply chain management and the ability to navigate the complexities of collaborative procurement processes. The JPI Manager will be expected to analyze consolidated needs from organizations, propose and validate procurement strategies, animate key stages of the procurement process, produce essential documents for the JPI, and ensure community engagement throughout the process. Additionally, the JPI Manager will be responsible for maintaining relationships with selected suppliers and resolving conflicts between NGOs and suppliers as necessary. The role also emphasizes compliance, quality, and accountability, requiring participation in updating the monitoring/quality system and ensuring document compliance. The JPI Manager will identify and propose innovative solutions to enhance the effectiveness of hulo's operations and contribute to the dissemination of best practices in shared procurement initiatives.
Duties and Responsibilities:
Operational Management of Joint Procurement Initiatives (JPI): Analyze consolidated needs of organizations, propose and validate procurement strategies, animate key stages of the procurement process, produce essential JPI documents, ensure community engagement, maintain adherence to timelines, and monitor JPI usage through systematic collection of framework contracts and purchase orders. Establish reliable relationships with selected suppliers and facilitate conflict resolution between NGOs and suppliers. Ensure predefined objectives for each initiative are met and evaluate stakeholder satisfaction.
Compliance, Quality, and Accountability: Collaborate with the Country Representative to update the monitoring/quality system, including key performance indicators for JPI, in conjunction with the Business Analysis and Research Unit and hulo's environmental department. Participate in organizational archiving and ensure compliance with procedural documentation.
Innovation and Continuous Improvement: Identify and propose innovative solutions to improve hulo's operational effectiveness and contextualization. Lead the capitalization of shared procurement initiatives and contribute to the dissemination of best practices.
Required Qualifications:
Technical training in logistics/supply chain: Minimum BAC+2, with a specialization in humanitarian logistics being a plus.
Experience in the humanitarian sector: Minimum of 3 years, with experience in a similar position preferred.
Knowledge of humanitarian accountability standards and best practices.
Familiarity with the logistics environment in the Democratic Republic of the Congo and Central African Republic.
Strong writing and interpersonal skills.
Ability to facilitate workshops and manage priorities effectively.
Project management skills: Ability to define action priorities and allocate resources effectively.
Capacity to develop and maintain a professional network. 1
Proficiency in computer skills (Excel, Word, Outlook).
Educational Background: The position requires a minimum educational background of BAC+2 in logistics or supply chain management. A specialization in humanitarian logistics is considered an advantage, as it provides relevant knowledge and skills necessary for the role.
Experience: Candidates should have a minimum of 3 years of experience in the humanitarian sector, with a preference for those who have held similar positions. This experience should encompass a solid understanding of humanitarian supply chain management and procurement processes, as well as familiarity with the challenges and dynamics of working in humanitarian contexts.
Languages: Fluency in French and English is mandatory, with a very good level of reading, writing, and speaking in both languages. Proficiency in additional languages may be considered an asset, but French and English are essential for effective communication in this role.
Additional Notes: The position offers a fixed-term contract (CDD) of 11 months based in Goma (DRC) and a 6-month contract based in Bangui (CAR). The gross monthly salary starts at €2310 (2100 + 10% paid leave) depending on the candidate's experience. Per diem is provided according to the current policy. During the mission, a system of alternating work and leave is implemented, allowing for 7 working days off every three months, plus an additional day of rest for each month worked. Expatriates benefit from comprehensive health insurance covering all medical expenses, including dental and ophthalmological care, repatriation, and necessary vaccinations and malaria treatment costs.
