Job Overview:
The Communications Officer will work under the guidance of the Deputy Resident Representative, playing a crucial role in executing the corporate communications strategy of UNDP. This position involves designing, managing, and implementing communication and publication strategies that aim to influence the development agenda, enhance public and media outreach, and secure political and financial support for UNDP initiatives. The officer will collaborate closely with various stakeholders, including Programme and Operations teams, other UN Agencies, government officials, media, donors, and civil society, ensuring effective delivery of UNDP’s communication strategy within the Country Office. The role requires a proactive approach to communication, with a focus on increasing the visibility and understanding of UNDP’s work in the country through various media channels.

Duties and Responsibilities:
The Communications Officer will undertake a variety of tasks, including: implementing internal and external communication strategies, conducting communications needs assessments, drafting and editing the country office communications strategy, and providing communication input during project formulation stages. The officer will also manage the country office publications strategy, develop storylines for publications, draft articles on key development issues, and coordinate publication activities. Additionally, the officer will provide technical support for digital communications, including social media and website management, and implement UNDP’s campaign initiatives to engage stakeholders and raise awareness of UNDP’s goals. The role also involves leading knowledge management efforts, synthesizing best practices, and providing training and consultancy to UNDP staff on knowledge management.

Required Qualifications:
Candidates must possess strong communication skills, both written and verbal, and have a proven ability to engage with diverse stakeholders. A solid understanding of communication strategies and tools, as well as experience in media relations, is essential. The ideal candidate should demonstrate adaptability, creativity, and professionalism, with a commitment to continuous learning and respect for diversity. Familiarity with digital communication platforms and knowledge management systems is also required, along with the ability to work collaboratively in a team environment.

Educational Background:
A bachelor’s degree in communications, public relations, journalism, or a related field is required. A master’s degree in a relevant discipline is preferred and may enhance the candidate's profile. Additional certifications in communication strategies or media relations would be advantageous.

Experience:
Candidates should have at least 3-5 years of professional experience in communications, public relations, or a related field. Experience working with international organizations, particularly within the UN system, is highly desirable. Proven experience in managing communication strategies and campaigns, as well as familiarity with the development sector, will be considered an asset.

Languages:
Fluency in English is mandatory, as it is the working language of UNDP. Proficiency in Portuguese or Tetum is considered an asset, as it would facilitate communication with local stakeholders and enhance outreach efforts.
