The United Nations Support Office in Haiti (UNSOH) was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. Job Overview:
The Finance and Budget Officer (Chief of Budget) position is a temporary role within the UNSOH, focusing on the coordination of financial resources and performance management for the mission. The incumbent will be responsible for the planning and implementation of budgetary resources, monitoring and reporting on financial performance, and ensuring compliance with financial regulations and rules. This role requires a strategic approach to budget development, including the preparation of budget proposals, performance reports, and financial analyses. The officer will work closely with mission management and program managers to provide guidance on budget implementation and resource allocation, ensuring that financial practices align with the mission's objectives and legislative requirements. The position demands a high level of professionalism, analytical skills, and the ability to communicate effectively with various stakeholders.

Duties and Responsibilities:
The Finance and Budget Officer will undertake a variety of duties, including but not limited to: supporting the development of the mission's annual budget, preparing cost estimates and budget proposals, reviewing and finalizing budget performance reports, advising managers on resource priorities, administering allotments in line with updated policies, ensuring efficient use of budgetary resources, monitoring extra-budgetary resources, preparing financial reports for senior management, providing advice on financial regulations, and overseeing daily operations in the absence of the Chief of Section. The officer will also ensure compliance with environmental policies and perform other duties as assigned, demonstrating a commitment to the mission's objectives and operational effectiveness.

Required Qualifications:
Candidates must possess a strong understanding of accounting and budget principles, with the ability to apply financial regulations and procedures in both international and national contexts. The role requires excellent analytical and evaluative skills in financial management, as well as the ability to conduct independent research and analysis. Candidates should demonstrate a capacity for strategic thinking, problem-solving, and effective communication, with a focus on delivering results and supporting mission objectives. Educational Background:
An advanced university degree (Master's degree or equivalent) in business administration, public administration, risk management, finance, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience in accounting, budget, or finance may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of financial management within the context of international organizations.

Experience:
A minimum of seven years of progressively responsible experience in finance, budget, administration, public administration, or business administration is required. Candidates should have experience in cost management, budget formulation, financial monitoring, accounting, and financial reporting. Experience in translating strategies into financial plans and operations is desirable, as is familiarity with ERP systems in international or multi-national organizations. Additionally, experience working in volatile, conflict, or post-conflict settings is advantageous, as it provides insight into the unique challenges faced by the mission.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required, and knowledge of Spanish is also required. Candidates should be able to demonstrate their language skills according to the UN Language Framework, ensuring effective communication within the diverse environment of the United Nations.
