The United Nations Support Office in Haiti (UNSOH) was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. Job Overview:
The Travel Officer position is a temporary role within the United Nations Support Office in Haiti (UNSOH), specifically located in the Office of the Chief, Operations and Resources Management, Human Resources Section. The primary responsibility of the Travel Officer is to ensure the smooth arrangements for official travel and transportation for all personnel serving with the field mission. This includes the prompt and timely settlement of travel claims and the provision of updated travel-related information to all mission staff members. The Travel Officer is also responsible for managing and supervising budgets of self-accounting units and controlling UN property. The role requires effective management of travel services across UNSOH, aligning with the Organization's goals and objectives, and ensuring compliance with UN rules and travel regulations while minimizing costs. The Travel Officer will also liaise with various stakeholders, including UN global travel community leaders and travel management contractors, to ensure the best possible travel arrangements for UN officials.

Duties and Responsibilities:
The Travel Officer will perform a variety of duties, including but not limited to: managing and making decisions to ensure effective and efficient delivery of travel services across UNSOH; administering official travel arrangements and entitlements; issuing and controlling UN travel documents; establishing official travel entitlements for UN officials; assisting with finance, budget, and human resource requirements; deciding on priorities and procedures to maximize resource utilization; managing the Travel Management Services contractor; coordinating with other participating agencies; assisting with arrangements between travel management and payment system contractors; liaising with airline representatives for corporate discount negotiations; researching and evaluating new technologies in the travel market; assisting UN travelers in difficult circumstances; negotiating special conference fares; creating Funds Commitment documents for travel; verifying travel expenditure and status of funds commitment reports; and performing other related duties as required.

Required Qualifications:
Candidates must possess a strong understanding of administrative, budgetary, financial, and human resources policies and procedures. Knowledge of travel and transportation entitlements, international fare construction, tariff rules and regulations, and group travel management is essential. The ability to apply various United Nations administrative rules and regulations in work situations is crucial. Candidates should demonstrate analytical skills to report, monitor, and interpret large data sets, and recommend appropriate actions to improve performance. Professionalism, teamwork, and accountability are key competencies required for this role, along with a commitment to gender perspectives and equal participation in all areas of work.

Educational Background:
An advanced university degree (Master’s or equivalent) in business or public administration, finance, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential to ensure that the Travel Officer has the necessary knowledge and skills to perform the duties effectively.

Experience:
A minimum of 5 years of progressively responsible experience in administration, budget, and/or finance within the UN system related to international travel management or a related field is required. Experience in complex contract negotiations is desirable, as is experience within the UN System. Familiarity with enterprise resource planning applications such as SAP/UMOJA is also desirable. Candidates should have experience managing teams with high-volume work and in generating, analyzing, and interpreting large data sets.

Languages:
English and Spanish are required for this position, as they are the working languages of the United Nations Secretariat. Proficiency in both languages is essential for effective communication and coordination within the UN system. Knowledge of French is also beneficial, as it is one of the working languages of the UN, but not mandatory for this role.
