Job Overview: The position involves developing the preliminary draft of the Arab Digital Development Report (ADDR 3.0) as part of the National Digital Development Reviews (NDDRs 3.0) for 12 participating member states. The consultant will be responsible for ensuring that the reports are of publishable quality, well-referenced, and aligned with the updated guiding template of 202
The role requires a thorough understanding of the intersection between ICTs and sustainable development goals, as well as the ability to analyze and synthesize data from various sources. The consultant will also engage with national focal points to ensure the accuracy and clarity of the reports, and will compile findings to contribute to the ADDR 3.0.
Duties and Responsibilities: The consultant will undertake several key tasks including: 1) Reviewing, proofreading, and enhancing the content, language, and formatting of the NDDRs 3.0 to ensure consistency and comparability. 2) Identifying and addressing major errors or confusions in the reports, collaborating with ESCWA national focal points to find solutions. 3) Validating and referencing data and information presented in the reports. 4) Maintaining a comprehensive bibliography. 5) Attending meetings related to the NDDRs as an observer. 6) Compiling findings from NDDRs 3.0 to inform the ADDR 3.
7) Conducting initial desk research and preparing a literature review for the Inception Document and Draft One of ADDR 3.0.
Required Qualifications: Candidates must possess a master's degree in a relevant field such as ICTs, international development, or political science. A minimum of 8 years of experience in research and writing related to the information society, ICT policies, and strategies is required. Proven experience in developing ESCWA WSIS follow-up track publications is essential, along with familiarity with ESCWA's work on Digital Development Reviews. Experience working with the public sector in the region is desirable.
Educational Background: A master's degree in ICTs, international development, political science, or a related field is mandatory. Candidates must provide a copy of their educational qualifications as part of their application.
Experience: At least 8 years of relevant experience is required, particularly in research and writing related to ICT policies and strategies. Candidates should have a proven track record of working on projects related to the information society and should be familiar with ESCWA's initiatives and publications.
Languages: Fluency in Arabic is required for this position, with a rating of 'fluent' in all four areas: speaking, reading, writing, and understanding. Knowledge of English and French is also necessary, as these are the working languages of the United Nations Secretariat.
