Job Overview:
The National MICS GIS and Spatial Statistics Consultant will play a crucial role in the Multiple Indicator Cluster Surveys (MICS) program, which is an international household survey initiative supported by UNICEF. This position is vital for ensuring the accuracy and quality of data collected during the MICS in Armenia, which will be conducted for the first time. The consultant will be responsible for reviewing the sampling frame, cluster maps, and field listing outputs to ensure they meet MICS standards. The role involves close collaboration with various stakeholders, including the Information Resources Management and Technologies Department of ArmStat, to ensure national ownership and alignment with international standards. The consultant will also support the quality assurance of listing, mapping, and data collection operations, contributing to the documentation of errors and corrections, and ensuring that outputs are accurate and ready for further stages of MICS implementation.

Duties and Responsibilities:
The consultant's duties include reviewing the sampling frame for consistency and compliance with MICS standards, proposing improvements based on national data sources, and verifying cluster maps. They will support the preparation and implementation of mapping and listing testing activities, contribute to training materials, and participate in training for field staff. The consultant will also review field listing outputs for accuracy, provide feedback to field teams, and support quality assurance systems. Additionally, they will assist in data processing, coordinate GPS data collection, and maintain the MICS GIS database. Documentation of errors and corrective actions is essential, as well as facilitating training sessions for ArmStat and other relevant parties.

Required Qualifications:
Candidates must possess a university degree in GIS, geography, geoinformatics, statistics, computer science, spatial planning, or a related technical field. Specialized training or certification in GIS, spatial statistics, or geospatial data analysis is advantageous. A minimum of 5 years of professional experience in GIS or related fields is required, with hands-on experience in geospatial analysis and mapping. Experience in developing and maintaining geospatial databases, working with national statistical offices, and knowledge of CAPI-based data collection systems is also essential. Strong analytical, problem-solving, and communication skills are necessary, along with the ability to deliver technical training and manage multiple tasks under tight timelines.

Educational Background:
A university degree in a relevant field such as GIS, geography, geoinformatics, statistics, or data analysis is required. Specialized training or certification in GIS or related areas is considered an advantage, enhancing the candidate's qualifications for the role.

Experience:
The position requires a minimum of 5 years of professional experience in GIS, spatial statistics, or related data management fields. Candidates should have hands-on experience in geospatial analysis, mapping, and visualization, as well as experience in developing and managing geospatial databases. Familiarity with national statistical offices and experience in household or population-based surveys are strong assets.

Languages:
Fluency in Armenian and English is required for this position. Knowledge of Russian is considered an asset, providing an additional advantage in communication and collaboration within the region.
