Job Overview:
The Director General for the Portfolio Management and Monitoring Directorate (PMM) at the EIB will provide strategic leadership and operational oversight, ensuring the effective management of counterparties, financial contracts, and transaction events. This role is pivotal in safeguarding the organization’s financial interests and reputation while driving alignment with best practices and regulatory requirements. The successful candidate will be responsible for fostering a culture of compliance, risk awareness, and operational excellence across all PMM departments. The position requires a proactive approach to strategic foresight and the ability to cultivate trusted relationships with internal and external stakeholders to achieve long-term objectives. The Director General will also oversee the management of distressed transactions and ensure that the PMM Directorate aligns with the EIB's mission and corporate objectives.

Duties and Responsibilities:
The Director General will be accountable for a wide range of responsibilities, including:
  • Demonstrating a proactive strategic outlook and maintaining a comprehensive understanding of institutional priorities.
  • Defining, developing, and implementing a vision and strategy for the PMM Directorate, ensuring alignment with regulatory frameworks.
  • Contributing to the development and implementation of policies and procedures for managing and monitoring the Bank’s financial assets.
  • Participating in the formulation of the overall strategic direction of the Bank and alerting EIB Governing Bodies of relevant developments.
  • Ensuring conformity with Best Banking Practices and EIB policies, while delegating key processes to appropriate managerial levels.
  • Representing the Directorate and maintaining constructive relationships with various stakeholders.
  • Ensuring staff within PMM have the right competencies and motivation to implement the Directorate’s strategy.
  • Establishing and managing resources to efficiently implement the strategy throughout the directorate and the Bank.

Required Qualifications:
Candidates must possess a university degree, preferably a Master’s in Economics, Finance, Mathematics, or a related field. They should have at least 15 years of relevant professional experience, with a strong understanding of banking and finance, including risk structuring and policy development. A minimum of 10 years in a managerial role overseeing multidisciplinary and large teams is essential. Candidates should also have a good knowledge of Credit Risk Policy, loan grading, and restructuring, along with a proven track record in leading and motivating highly qualified staff in a complex, multi-cultural environment. Excellent communication skills, both written and verbal, are required, along with fluency in English and knowledge of other EU languages being advantageous.

Educational Background:
The ideal candidate should hold a university degree, with a preference for a Master’s degree in fields such as Economics, Finance, or Mathematics. This educational background is crucial for understanding the complexities of financial management and strategic oversight required for the role.

Experience:
The position requires at least 15 years of relevant professional experience, with a strong emphasis on banking and finance. Candidates should have extensive experience in risk structuring, policy development, and credit/analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis. Additionally, at least 10 years of experience in a managerial function is necessary, demonstrating the ability to lead multidisciplinary teams effectively.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Knowledge of other EU languages is considered an advantage, enhancing communication within the diverse environment of the EIB.

This is a full-time position at grade 8/9, with a definitive duration contract (CDD) of 5 years, which may be renewed or converted according to applicable policies. The role requires regular office presence at the EIB headquarters in Luxembourg.
