UN Women, established in July 2010, is dedicated to gender equality and the empowerment of women. It was created as part of the UN reform agenda to consolidate resources and mandates for greater impact in the field of gender equality. UN Women merges the work of four previously distinct parts of the UN system that focused on women's empowerment and gender equality. The organization operates in various countries, including Afghanistan, where it has been active for two decades, addressing the unique vulnerabilities faced by Afghan women and girls amidst ongoing humanitarian crises. UN Women Afghanistan focuses on four key program priorities: Gender in Humanitarian Action, Ending Violence Against Women, Women’s Economic Empowerment, and Women, Peace and security" style="border-bottom: 1px dotted #007bff !important;">Security. The organization has a sub-national presence in five Sub-Offices across Afghanistan, including Kandahar, to support its coordination, advocacy, and programming efforts at the local level.

Job Overview:
The Programme Analyst will report to the Head of Sub-Office and will work closely with the UN Women Programme and Operations teams in Kabul. This role is crucial for coordinating UN Women’s advocacy and program activities at the regional level. The Programme Analyst will be responsible for establishing and maintaining relationships with national partners and stakeholders, monitoring and reporting on program implementation, and managing finances and personnel within the field office. The position requires a proactive approach to identifying emerging gender issues and opportunities for UN Women programming, as well as supporting project planning and implementation in collaboration with local partners. The Programme Analyst will also gather and compile information necessary for monitoring and reporting on programs and projects, ensuring that the programming cycle is informed by accurate data and insights.

Duties and Responsibilities:
  • Guide coordination with provincial partners and stakeholders at the sub-national level, establishing and expanding relationships to support the implementation of UN Women programs.
  • Participate in cluster and coordination meetings with UN agencies and partners as directed by the Head of Sub-Office.
  • Identify and maintain relationships with women’s civil society and advocates for gender equality in the region.
  • Lead consultations with women’s civil society and gender equality advocates, identifying capacity building needs and providing technical assistance and training as necessary.
  • Coordinate UN Women programs across all thematic areas at the regional level, advising on political or security changes relevant to program implementation.
  • Support the development and implementation of work plans, periodic reports, and financial tracking for programs.
  • Monitor program implementation and expenditures, conducting regular visits to assess UN Women interventions.
  • Manage financial resources for the program, including budgeting and expenditure reporting.
  • Develop partnerships and resource mobilization strategies to enhance program effectiveness. 1
  • Organize advocacy campaigns, events, and knowledge-sharing initiatives at the local level, documenting the program implementation process.

Required Qualifications:
  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences, or related fields is required.
  • A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an added advantage.
  • Strong program formulation, implementation, monitoring, and evaluation skills are essential.
  • Good budget and finance skills, along with knowledge of Results Based Management, are required.
  • Ability to gather and interpret data, reach logical conclusions, and present findings effectively.
  • Proficiency in using computers and office software packages, including MS Word and Excel, is necessary.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as public administration, law, human rights, gender equality, management, or social sciences. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. A project/programme management certification is considered an advantage.

Experience:
At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component program interventions with national partners is required. Experience in coordinating, implementing, monitoring, and evaluating development programs and projects is desirable. Familiarity with office software packages and web-based management systems is essential, while experience with modern web-based ERP systems, preferably Oracle Cloud, is a plus.

Languages:
Fluency in English is mandatory. Additionally, fluency in Dari and/or Pashto is required to effectively communicate and engage with local stakeholders.
