Job Overview: The Programme Analyst will play a crucial role in coordinating UN Women’s efforts at the regional level in Afghanistan, particularly in Kandahar. This position involves working closely with the UN Women Programme and Operations teams based in Kabul, focusing on advocacy, program coordination, and project activities. The Programme Analyst will be responsible for establishing and maintaining relationships with national partners and stakeholders, ensuring effective monitoring and reporting of program implementation, and managing the finances and personnel of the field office. The role requires a proactive approach to identify emerging gender issues and opportunities for UN Women programming, as well as supporting the development and implementation of work plans and reports. The Programme Analyst will also facilitate capacity-building initiatives for local partners and advocates for gender equality, ensuring that the needs of Afghan women and girls are prioritized in all programming efforts.
Duties and Responsibilities:
Guide coordination with provincial partners and stakeholders at the sub-national level, establishing and expanding relationships to support UN Women’s programs.
Participate in cluster and coordination meetings with UN agencies and partners as directed by the Head of Sub-Office.
Identify and maintain relationships with women’s civil society organizations and advocates for gender equality.
Lead consultations with local advocates and identify capacity-building needs, providing technical assistance and training as necessary.
Coordinate UN Women’s programs across thematic areas at the regional level, advising on political and security" style="border-bottom: 1px dotted #007bff !important;">security scenarios affecting program implementation.
Support project planning and implementation in collaboration with field-level partners and the Programme Teams in Kabul.
Gather inputs for work plans and reports, maintaining documentation on program activities and risks.
Monitor program implementation and financial expenditures, conducting regular visits to assess interventions.
Support the collection of human interest stories and provide inputs for donor reports. 1
Manage financial resources for the program, including budgeting and expenditure tracking. 1
Contribute to the development of partnerships and resource mobilization strategies. 1
Organize advocacy campaigns, events, and knowledge-sharing initiatives at the local level, documenting the program implementation process.
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
A project/programme management certification (e.g., PMP®, PRINCE2®, or MSP®) is an advantage.
At least 2 years of progressively responsible experience in managing complex program interventions at the national or international level, preferably in gender-related thematic areas.
Experience in coordinating, implementing, monitoring, and evaluating development programs is desirable.
Proficiency in using office software packages (MS Word, Excel, etc.) and web-based management systems is required.
Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is desirable.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as public administration, law, human rights, gender equality, management, or social sciences. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. A project/programme management certification is considered an added advantage.
Experience: The position requires at least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component program interventions, particularly in gender-related areas. Experience in coordinating, implementing, monitoring, and evaluating development programs is highly desirable, along with proficiency in using office software and web-based management systems.
Languages: Fluency in English is mandatory, along with fluency in Dari and/or Pashto. These language skills are essential for effective communication and collaboration with local partners and stakeholders.
