Job Overview:
The DDRR Programme Support Officer will play a crucial role in the planning, implementation, and monitoring of the Disarmament, Demobilization, Reintegration, and Rehabilitation (DDRR) Programme in Lac Province, Chad. This position requires close collaboration with the Chief of Mission and the DDRR Programme Manager, as well as coordination with various advisors and stakeholders. The successful candidate will be responsible for compiling and analyzing data related to DDRR topics, monitoring budget implementation, and ensuring effective administrative coordination of project activities. The role also involves drafting reports, organizing meetings and training sessions, and maintaining effective communication with local authorities and partners. The officer will be expected to travel extensively to monitor field operations and provide guidance to other staff members as needed.

Duties and Responsibilities:
  • Support the launch and implementation of the DDRR Programme in Lac Province, including planning and monitoring project activities.
  • Compile, summarize, and analyze information on DDRR-related topics, presenting findings to relevant parties.
  • Monitor budget implementation and propose necessary adjustments.
  • Act as the focal point for administrative coordination, liaising with various organizational units and external parties.
  • Draft status reports and correspondence on project issues, identifying shortfalls and suggesting corrective measures.
  • Organize DDRR-related meetings, workshops, and training sessions, preparing materials and participating in capacity-building efforts.
  • Respond to complex information requests and maintain organized files and records.
  • Participate in meetings and conferences, liaising with local authorities, partners, and stakeholders.
  • Monitor the work of implementing partners and report non-compliance to the supervisor. 1
  • Provide inputs for the development of Standard Operating Procedures (SOP) and new project proposals. 1
  • Guide and train other staff members, supervising as assigned. 1
  • Travel to the field for monitoring operations in Lac Province and other areas as required.

Required Qualifications:
  • School diploma with six years of relevant experience; or a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited institution with four years of relevant professional experience.
  • Experience in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs.
  • Experience working with migrants, refugees, internally displaced persons, and other vulnerable groups.
  • Prior work experience with international humanitarian organizations or government institutions in a multicultural setting is an advantage.
  • In-depth knowledge of DDRR programming and related policies.

Educational Background:
Candidates must possess either a school diploma with six years of relevant experience or a Bachelor’s degree in a relevant field such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law. The educational background should be from an accredited academic institution, ensuring that candidates have a solid foundation in the principles and practices related to migration and humanitarian assistance.

Experience:
The position requires a minimum of four years of relevant professional experience for candidates with a Bachelor’s degree, or six years for those with a school diploma. Candidates should have experience in liaising with governmental authorities and working with various organizations, including UN agencies and NGOs. Experience in dealing with vulnerable populations such as migrants and refugees is essential, as is familiarity with international humanitarian operations and multi-cultural environments.

Languages:
Fluency in English is mandatory, and proficiency in French is highly desirable, given the operational context in Chad. Knowledge of local languages may also be beneficial for effective communication with local communities and stakeholders.

Additional Notes:
This position is full-time and may require extensive travel to field locations in Lac Province and other areas. The role involves a significant level of responsibility and may include supervising other staff members.
