Job Overview: The Evidence-based Public Health Messaging and Advisor (EMCE) for GHS position is a critical role within the EpiC Kazakhstan project, which aims to provide strategic technical assistance and direct service delivery to achieve HIV epidemic control among at-risk and vulnerable populations. The EMCE Advisor will manage and monitor multifaceted EMCE capacity strengthening activities, providing technical support to relevant ministries and their divisions during emergencies. The role involves developing communication strategies, conducting health promotion campaigns, and engaging with communities to ensure accurate information dissemination during public health emergencies. The advisor will also lead the development of guidelines and policies for EMCE activities and participate in technical leadership at both regional and country levels.
Duties and Responsibilities: The EMCE Advisor will be responsible for a variety of duties, including:
Strengthening national and local capacities to communicate effectively during public health emergencies and counter misinformation.
Integrating EMCE across emergency response efforts to maximize resource use and prevent duplication.
Establishing mentoring and technical support systems for national and subnational actors to enhance EMCE quality.
Developing knowledge management systems to document best practices and lessons learned.
Monitoring and analyzing trending questions by demographic factors to identify gaps and priorities.
Coordinating infodemic management efforts to improve digital and health literacy.
Ensuring balanced engagement through both digital outreach and in-person communication, particularly for vulnerable groups.
Promoting community ownership by investing in community-centered approaches. 1
Improving access to EMCE materials in multilingual formats. 1
Collaborating with ministries and national institutions for project design and implementation. 1
Providing technical assistance for operational EMCE systems and plans. 1
Coordinating with project teams on work plans and reporting. 1
Ensuring alignment with the global GHS EMCE team for cross-country learning.
Required Qualifications: Candidates must possess a Master’s degree in public health, health education, health communication, or health promotion, or in a related field. They should have at least five years of relevant experience at both national and international levels in EMCE, particularly in disease outbreaks or health emergencies. Proven experience in developing and implementing EMCE strategies and complex communication plans is essential. Candidates should also have practical knowledge of emergency management concepts and tools, as well as experience in community engagement projects. Strong problem-solving skills and the ability to train and mentor others are also required.
Educational Background: A Master’s degree in public health, health education, health communication, health promotion, or a related field is required for this position. This educational background is crucial for understanding the complexities of public health messaging and emergency communication strategies.
Experience: The position requires a minimum of five years of related experience in EMCE, particularly in the context of health emergencies and disease outbreaks. Candidates should have a proven track record of developing and implementing EMCE strategies and plans, as well as experience in managing diverse stakeholders and community engagement projects.
Languages: Fluency in English, Kazakh, and Russian is mandatory for this position. Proficiency in these languages is essential for effective communication with various stakeholders and communities.
Additional Notes: This position is open to Kazakh residents and is based in Almaty, Kazakhstan. The role may require travel within Kazakhstan, estimated at 20%.
