Job Overview:
The Consultant on FDI Strategy Development will work under the guidance of the Economic Affairs Officer within the Innovation, Enterprise and Investment Section of the Trade, Investment and Innovation Division. The primary function of this position is to develop a comprehensive Foreign Direct Investment (FDI) strategy and an FDI attraction strategy aimed at enhancing trade. This role is crucial for boosting exports from Uzbekistan to Asia and Europe, and the consultant will collaborate closely with the Uzbekistan Investment Promotion Agency (UZIPA) and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). The consultant is expected to draft a full scope of the strategy contents, ensuring that the strategies are aligned with the defined target sectors and priorities. The expected duration of this consultancy is approximately 5.5 months, with outputs to be delivered in digital format by the end of the contract period.

Duties and Responsibilities:
The consultant will be responsible for the following duties: (1) Develop a draft FDI strategy that enhances trade and contributes to economic growth. (2) Create an FDI attraction strategy that identifies key sectors and priorities for investment. (3) Collaborate with UZIPA to ensure that the strategies are tailored to the specific needs and opportunities within Uzbekistan. (4) Draft a go-to-market plan for selected sectors as part of the FDI attraction strategy. (5) Ensure timely delivery of outputs and adherence to performance indicators set for the evaluation of the strategies developed. (6) Engage with stakeholders to gather insights and feedback that will inform the strategy development process.

Required Qualifications:
The consultant must possess a recognized first degree, such as a Bachelor’s Degree in economics, international relations, or a related field. Additionally, the candidate should have demonstrated experience working with Investment Promotion Agencies (IPAs) and a solid understanding of FDI strategies and their implications for trade enhancement.

Educational Background:
A Bachelor’s Degree in economics, international relations, or a related field is required for this position. Advanced degrees or additional certifications in relevant areas may be considered an asset, but the minimum requirement is a recognized first degree.

Experience:
Candidates should have relevant experience in developing FDI strategies and working with IPAs. Previous experience in international trade, economic development, or investment strategy formulation is highly desirable. The consultant should also have a proven track record of delivering similar projects successfully and on time.

Languages:
Excellent proficiency in English is mandatory for this position. Knowledge of additional languages may be considered an advantage, particularly languages relevant to the regions of Asia and Europe, but English is the primary language of communication for this role.
