Job Overview:
The Education Officer position involves providing technical support for the planning, implementation, monitoring, evaluation, and reporting of interventions aimed at out-of-school adolescents and young people. The role focuses on supporting innovative Alternative Learning Pathways (ALP) that emphasize skills, employability, and well-being, particularly during the transition from education to employment. The incumbent will collaborate with government ministries and civil society organizations to develop community-driven, evidence-based solutions that align with the Bangladesh National Qualifications Framework (BNQF). The Education Officer will also ensure the quality implementation of multi-donor projects, utilizing evidence and findings to enhance design" style="border-bottom: 1px dotted #007bff !important;">program design and delivery. This role includes providing technical, operational, and analytical support to promote effective programming and the integration of EdTech solutions, as well as supporting research and capacity development for government counterparts and CSOs.

Duties and Responsibilities:
  • Support Programme Development and Planning: Assist in the design and planning of educational programs targeting out-of-school adolescents and young people.
  • Programme Management, Monitoring, and Delivery of Results: Oversee the implementation of educational interventions, ensuring they meet established goals and objectives.
  • Technical and Operational Support to Programme Implementation: Provide guidance and support to ensure effective program execution and adherence to best practices.
  • Innovation, Knowledge Management, and Capacity Building: Foster innovation in educational approaches and build the capacity of local partners and stakeholders.
  • Networking and Partnership Building: Establish and maintain partnerships with government entities, NGOs, and other stakeholders to enhance program effectiveness and reach.

Required Qualifications:
  • A university degree in education, social sciences, development studies, or related fields.
  • A minimum of two years of professional experience in planning and managing alternative education programs.
  • Technical understanding of skills, competency standards, CBTA, BNQF, and certification mechanisms for skills learners.
  • Experience in private sector engagement for skill development and job linkage.
  • Familiarity with ecosystem-based approaches and working with government systems, market surveys, and sector planning.

Educational Background:
Candidates must possess a university degree in education, social sciences, development studies, or other relevant technical fields. This educational background is essential for understanding the complexities of educational programming and policy development.

Experience:
The position requires a minimum of two years of professional experience in planning and managing alternative education programs. Candidates should have a solid understanding of skills development, competency standards, and the mechanisms for certification and accreditation of skills learners. Experience in engaging with the private sector for skill development and job linkage is also necessary, along with familiarity with ecosystem-based approaches and government systems.

Languages:
Fluency in English is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset, enhancing communication and collaboration with diverse stakeholders.

This position is open to Bangladeshi nationals only, with priority given to internal staff holding various types of appointments. The role is temporary, and candidates may be required to resign from government positions if selected.
