Job Overview: The position of Category B Consultant is integral to the Sustainable Urban Integration of Displacement-Affected Communities (SUIDAC) Programme, which aims to enhance the living conditions of displaced populations and their host communities in urban settings. The consultant will be responsible for conducting stakeholder mapping, reviewing existing policies, and identifying training needs among local authorities and community representatives. The role involves developing training modules on inclusive public-space planning, participatory methods, and urban safety, as well as delivering training sessions and facilitating policy dialogues. The consultant will also document capacity-building results and support the establishment of working groups to foster collaboration among stakeholders. This position requires a proactive approach to addressing the challenges faced by displaced communities and promoting inclusive urban governance.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including: conducting stakeholder mapping of local authorities, ministries, civil society organizations (CSOs), and representatives of displaced communities; reviewing existing policies and city development plans; identifying training needs through capacity-needs assessments; drafting implementation work plans and timelines; developing training modules on topics such as public-space planning, urban safety, and legal frameworks for displaced populations; organizing targeted workshops for municipal staff and political leaders; capturing baseline and post-training assessments; supporting local authorities in integrating displacement-sensitive approaches into public-space strategies; preparing policy briefs on forced displacement trends and governance challenges; facilitating national and local policy dialogues; assessing existing national working groups and identifying gaps; and providing technical guidance to ensure the effective functioning of these groups. The consultant will also be responsible for documenting the outcomes of workshops and meetings, ensuring that strategies developed are aligned with project objectives, and validating these strategies with relevant stakeholders.
Required Qualifications: Candidates must possess a strong background in urban planning, local governance, or related fields, with a minimum of 5-7 years of professional experience in urban policy development or displacement-related programming. Proven experience in designing and delivering capacity-building programs for local authorities is essential, along with demonstrated skills in stakeholder mapping, policy reviews, and needs assessments. The consultant should have excellent facilitation and presentation skills, strong analytical abilities for producing high-quality reports and policy briefs, and the capacity to work effectively with diverse stakeholders in politically complex environments. Strong communication skills, both verbal and written, are also required.
Educational Background: A Master's degree or higher in Urban Planning, Urban Development, Public Administration, Migration Studies, Governance, Social Sciences, or a related field is required. Specialization or formal training in displacement-sensitive urban planning, public space design, or urban governance is considered an asset, enhancing the candidate's suitability for the role.
Experience: The consultant should have a minimum of 5-7 years of relevant professional experience, particularly in urban planning, local governance, urban policy development, or displacement-related programming. Experience in designing and delivering capacity-building programs for local authorities, as well as conducting stakeholder mapping and policy reviews in complex urban environments, is crucial for success in this role.
Languages: Fluency in English and Arabic is mandatory for this position. Proficiency in IOM's official languages, which include English, French, and Spanish, will be evaluated during the selection process, potentially through written and/or oral assessments. Strong language skills are essential for effective communication and facilitation of workshops and policy dialogues.
Additional Notes: The consultancy is open to both national and international candidates, and the assignment is primarily home-based with frequent travel required to Atbara in River Nile State and Port Sudan for conducting workshops. The contract duration is four months, with a single payment issued upon completion of all reports and delivery of five workshops.
