Job Overview:
The Human Resources Assistant position at UNICEF involves supporting various HR functions, including business partnering, processing entitlements and benefits, recruitment and placement, organization design and job classification, and learning and capacity development. The role requires collaboration with HR business partners to enhance employee well-being and recognition, manage HR processes, and ensure compliance with UNICEF's HR rules and regulations. The assistant will also be responsible for maintaining personnel records, facilitating recruitment processes, and supporting training initiatives to build capacity within the organization. This position is crucial for ensuring that UNICEF's workforce is effectively managed and that employees receive the necessary support and development opportunities.

Duties and Responsibilities:
  • Support business partners in developing initiatives for employee well-being and recognition schemes.
  • Advise on changes to HR processes and assist clientele in using HR systems.
  • Analyze and compile data on HR cases to ensure compliance with UN and UNICEF regulations.
  • Process personnel actions and maintain accurate personnel records.
  • Prepare and circulate job advertisements, liaise with candidates, and manage recruitment documentation.
  • Participate in job classification reviews and draft job descriptions.
  • Monitor recruitment processes and provide updates to supervisors.
  • Research training needs and assist in organizing training programs and workshops.
  • Track performance management processes and ensure timely completion of appraisals. 1
  • Compile reports on staffing trends and workforce planning.

Required Qualifications:
Candidates must possess a minimum of 6 years of progressively responsible administrative or clerical work experience. Desirable skills include HR data analysis, experience in a UN agency, and internal communications. Candidates should demonstrate a strong understanding of HR processes and the ability to work collaboratively with diverse teams.

Educational Background:
Completion of secondary education is required, preferably supplemented by technical or university courses related to HR or organizational work. This educational background is essential for understanding the complexities of HR functions and regulations.

Experience:
The position requires at least 6 years of relevant work experience in administrative or clerical roles, with a focus on HR functions. Candidates with experience in a UN agency or similar international organization will be preferred, as they will be familiar with the specific HR rules and regulations that govern UNICEF's operations.

Languages:
Fluency in Spanish is mandatory, while intermediate English is considered an asset. Knowledge of another official UN language (Arabic, Chinese, French, Russian) or a local language is also advantageous, as it enhances communication with diverse stakeholders.
