Job Overview: The CCAC AQMx Environmental Impact Assessment Expert will be responsible for developing two comprehensive Guidance packages (Stages 4 and 5) that will each consist of approximately 5,000 words. These packages will serve as essential resources for air quality managers, outlining actionable steps to transition from Stage 3 to Stage 4 and from Stage 4 to Stage 5 of the Environmental Impact Assessment process. The expert will build upon the existing guidance developed in Stages 1, 2, and 3, ensuring that the new guidance is clear, accessible, and practical for users. The role requires identifying a minimum of 30 supporting resources, including tools, models, databases, reports, and articles, to complement each step of the guidance. The expert will also engage in consultations with the AQMx Technical Advisory Group and other stakeholders to ensure that the guidance reflects the latest research and meets the needs of air quality managers globally. The final outputs will be launched on International Clean Air Day 2026, highlighting the importance of effective air quality management in achieving cleaner air and addressing climate change.
Duties and Responsibilities: The primary duties and responsibilities of the CCAC AQMx Environmental Impact Assessment Expert include: (1) Developing Stages 4 and 5 of the Environmental Impact Assessment Guidance, ensuring it builds on previous stages and provides a structured framework for air quality managers. (2) Breaking down the guidance into concrete and actionable steps that air quality managers can follow as they progress through the stages. (3) Identifying and compiling a minimum of 30 supporting resources that will enhance the guidance and provide additional context and tools for users. (4) Conducting consultations with the AQMx Technical Advisory Group and relevant partners to gather insights and ensure the guidance is informed by the latest research and best practices. (5) Ensuring that the guidance maintains consistency with other areas of Air Quality Management Guidance and reflects a comprehensive understanding of air quality management practices. (7) Collaborating with stakeholders to ensure the guidance is relevant and useful for air quality managers, particularly in low- and middle-income countries.
Required Qualifications: Candidates must possess a Master's-level university degree in a field directly relevant to the guidance being developed, such as environmental management, technology, science, economics, public policy, public administration, or law. Additionally, a minimum of 4 years of professional and/or scientific experience related to Environmental Impact Assessment is required, as documented in the candidate's CV. The candidate must demonstrate expertise in preparing reports on Environmental Impact Assessment, with at least one authored or co-authored report from the last three years. Experience in preparing and delivering presentations is also essential, along with a strong understanding of air pollution and its impact on environmental health. Candidates should have experience working in developing countries and a nuanced understanding of various country contexts, as well as the ability to produce clear, concise, and accessible scientific and technical reports for policymakers.
Educational Background: The educational background required for this position includes a Master's-level university degree in a relevant field. This may encompass disciplines such as environmental management, technology, science, economics, public policy, public administration, or law. The emphasis is on having a strong academic foundation that supports the development of guidance related to Environmental Impact Assessment and air quality management.
