The Climate and Clean Air Coalition (CCAC) is a unique partnership that includes governments, intergovernmental organizations, private sector representatives, and members of civil society. Established to address the urgent need for integrated climate and clean air solutions, the CCAC focuses on reducing emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, HFCs, and tropospheric ozone. The coalition is recognized as the only international initiative dedicated to this cause, emphasizing fast action to mitigate climate change and improve air quality. The CCAC operates under the auspices of the United Nations Environment Programme (UNEP), which hosts its secretariat at the Industry & Economy Division in Paris. As of October 2023, the CCAC team is also providing secretariat services to the Global Methane Pledge, further expanding its influence and reach in the global environmental landscape. The CCAC has launched the 'Clean Air Flagship' initiative for the period 2024 to 2026, aiming to mobilize resources and support for governments to achieve cleaner air and improve public health. The coalition's mission is to save lives, slow climate change, and maximize co-benefits for agricultural productivity and economic development through integrated air quality and climate planning. The Air Quality Management Exchange Platform (AQMx) is a key resource developed by the CCAC to support air quality managers, particularly in low- and middle-income countries, by providing access to technical tools, models, and knowledge necessary for effective air quality management.

Job Overview:
The CCAC AQMx Legal Framework and Policy Design Expert will be responsible for developing two comprehensive Guidance packages (Stages 4 and 5) that will each consist of approximately 5,000 words. This role involves identifying a minimum of 30 supporting resources, including tools, models, databases, reports, and articles, to enhance the guidance provided to air quality managers. The guidance will build upon the previous stages (1, 2, and 3) and will aim to break down the activities required for air quality managers as they transition from Stage 3 to Stage 4 and from Stage 4 to Stage
  • The expert will ensure that the guidance is written in clear and accessible language, making it practical and actionable for users. The work will require collaboration with the AQMx Technical Advisory Group (TAG) and other stakeholders to ensure that the recommendations are based on the latest research and effectively address the needs of air quality managers globally. The final guidance is expected to be launched on International Clean Air Day 2026, which falls on September 7.

Duties and Responsibilities:
The primary duties and responsibilities of the CCAC AQMx Legal Framework and Policy Design Expert include: (a) Leading the development of Stages 4 and 5 of the Legal Framework and Policy Design Guidance, ensuring it builds upon the existing guidance from Stages 1, 2, and
  • (b) Structuring the guidance to provide clear, actionable steps for air quality managers as they progress through the stages. (c) Identifying and compiling a comprehensive list of supporting resources that will complement each step outlined in the guidance. (d) Conducting consultations with the AQMx Technical Advisory Group and relevant partners to gather insights and ensure the guidance reflects current research and best practices. (e) Ensuring that the guidance maintains consistency with other areas of Air Quality Management Guidance and facilitates cross-linkages where appropriate. (f) Preparing and delivering presentations to communicate findings and recommendations effectively. (g) Producing clear, concise, and accessible scientific and technical reports tailored for policymakers.

Required Qualifications:
Candidates must possess a minimum of 4 years of professional and/or scientific experience specifically related to Legal Framework and Policy Design. This experience should be well-documented in the applicant's CV. Additionally, candidates must demonstrate expertise in preparing reports that showcase their knowledge in Legal Framework and Policy Design, including a reference to at least one report authored or co-authored within the last three years. Experience in preparing and delivering presentations is also required, along with a strong understanding of Legal Framework and Policy Design as it pertains to air quality management. Furthermore, candidates should have experience working in developing countries and possess an understanding of various country contexts, which is crucial for tailoring the guidance to meet diverse needs. The ability to produce clear, accessible, and concise scientific and technical reports for policymakers is essential.

Educational Background:
