Job Overview:
The CCAC AQMx Health Impact Assessment Expert will be responsible for developing two comprehensive Guidance packages for Stages 4 and 5 of the Health Impact Assessment, each consisting of approximately 5,000 words. This role involves synthesizing existing knowledge and recommendations from previous stages and translating them into actionable steps for air quality managers. The expert will identify a minimum of 30 supporting resources, including tools, models, databases, reports, and articles, to enhance the guidance provided. The Health Impact Assessment Guidance aims to facilitate the transition of air quality managers from Stage 3 to Stage 4 and from Stage 4 to Stage 5, ensuring that the language used is clear and accessible. The expert will also engage with the AQMx Technical Advisory Group and other stakeholders to ensure that the guidance reflects the latest research and meets the needs of air quality managers worldwide. The final outputs will be launched on International Clean Air Day 2026, highlighting the importance of health impact assessments in air quality management.

Duties and Responsibilities:
  • Develop Stages 4 and 5 of the Health Impact Assessment Guidance, ensuring it builds upon the existing guidance from Stages 1, 2, and
  • Create a structured framework that outlines concrete and actionable steps for air quality managers as they progress through the stages.
  • Identify and compile a minimum of 30 supporting resources that complement each step of the guidance.
  • Conduct consultations with the AQMx Technical Advisory Group and relevant partners to gather insights and ensure the guidance reflects current research and best practices.
  • Ensure cross-linkages and consistency with other areas of Air Quality Management Guidance.
  • Prepare a PowerPoint presentation summarizing key messages to support the launch of the Health Impact Assessment Guidance.
  • Submit all deliverables electronically, including the guidance documents and presentation materials.

Required Qualifications:
  • A Master's-level university degree in a relevant field such as environmental management, technology, science, economics, public policy, or law.
  • A minimum of 4 years of professional or scientific experience related to Health Impact Assessment, as evidenced in the CV.
  • Proven experience in preparing reports that demonstrate expertise in Health Impact Assessment, including at least one authored or co-authored report in the last 3 years.
  • Experience in preparing and delivering presentations effectively.
  • Expertise in Health Impact Assessment specifically related to air pollution.
  • Experience conducting research in developing countries and an understanding of diverse country contexts.
  • Ability to produce clear, accessible, and concise scientific and technical reports for policymakers.

Educational Background:
Candidates must possess a Master's-level university degree in a field directly relevant to the guidance being developed. This includes disciplines such as environmental management, technology, science, economics, public policy, public administration, or law. The educational background should provide a strong foundation for understanding the complexities of health impact assessments and air quality management.

Experience:
The position requires a minimum of 4 years of professional and/or scientific experience specifically related to Health Impact Assessment. Candidates should have documented experience that showcases their expertise in this area, including the preparation of relevant reports and presentations. Experience working in developing countries and conducting research in various country contexts is also essential, as it demonstrates the candidate's ability to navigate diverse challenges and environments in air quality management.

Languages:
Fluency in English, both written and oral, is mandatory for this position. Additional knowledge of other UN official languages is considered an asset, enhancing the candidate's ability to communicate effectively in a multilingual environment and engage with a broader range of stakeholders.
