The coalition aims to mobilize efforts to improve air quality and combat climate change simultaneously. The CCAC is hosted by the United Nations Environment Programme (UNEP) at its Industry & Economy Division in Paris, and as of October 2023, it also provides secretariat services to the Global Methane Pledge. The CCAC launched the 'Clean Air Flagship' initiative for 2024-2026, which aims to enhance air quality and public health by leveraging its resources and networks to support governments in achieving cleaner air. The coalition's mission is to save lives, slow climate change, and maximize co-benefits for agricultural productivity and economic development through effective air quality management.
Job Overview: The CCAC AQMx Decision Support Expert will be responsible for developing two comprehensive Guidance packages (Stages 4 and 5) that will serve as essential resources for air quality managers. Each package will consist of approximately 5,000 words and will include a minimum of 30 supporting resources such as tools, models, databases, reports, and articles. The guidance will build upon the existing frameworks established in Stages 1, 2, and 3, providing clear, actionable steps for air quality managers as they transition from Stage 3 to Stage 4 and from Stage 4 to Stage
The expert will ensure that the guidance is accessible and understandable, facilitating the implementation of effective air quality management practices. The role will also involve consultations with the AQMx Technical Advisory Group and other stakeholders to ensure that the guidance reflects the latest research and meets the needs of air quality managers globally. The final outputs will be launched on International Clean Air Day 2026, emphasizing the importance of clean air initiatives.
Duties and Responsibilities: The primary duties and responsibilities of the CCAC AQMx Decision Support Expert include:
Developing Stages 4 and 5 of the Decision Support Guidance, ensuring it builds on previous stages and provides a structured framework for air quality managers.
Breaking down the activities required for progression from Stage 3 to Stage 4 and from Stage 4 to Stage 5 into concrete, actionable steps.
Identifying and compiling a minimum of 30 supporting resources that complement each step of the guidance.
Conducting consultations with the AQMx Technical Advisory Group and relevant partners to gather insights and ensure the guidance is informed by the latest research.
Ensuring cross-linkages and consistency with other areas of Air Quality Management Guidance.
Producing a Word document for the Decision Support Guidance and a PowerPoint presentation for the launch event.
Collaborating with stakeholders to ensure the guidance meets the needs of air quality managers worldwide.
Required Qualifications: Candidates must possess a Master's-level university degree in a relevant field such as environmental management, technology, science, economics, public policy, or law. A minimum of 4 years of professional or scientific experience related to Decision Support is required, with documented evidence provided in the CV. Candidates should demonstrate expertise in preparing reports related to Decision Support, including a reference to at least one report authored or co-authored in the last three years. Experience in preparing and delivering presentations is also required, along with expertise in Decision Support for air quality management, including cost-benefit analysis and scenario development. Additionally, candidates should have experience working in developing countries and an understanding of diverse country contexts, as well as the ability to produce clear and concise scientific and technical reports for policymakers.
Educational Background: The educational background required for this position includes a Master's-level university degree in a field directly relevant to the guidance being developed. This may encompass disciplines such as environmental management, technology, science, economics, public policy, public administration, or law. The emphasis is on having a strong academic foundation that supports the development of effective air quality management strategies and decision support systems.
Experience: The position requires a minimum of 4 years of professional and/or scientific experience related to Decision Support. This experience should be documented in the candidate's CV and must demonstrate a solid understanding of the principles and practices of Decision Support in the context of air quality management. Candidates should also have a proven track record of preparing reports and delivering presentations, showcasing their ability to communicate complex information effectively.
Languages: Fluency in English, both written and oral, is mandatory for this position. Additional knowledge of other UN official languages is considered an asset, enhancing the candidate's ability to engage with a diverse range of stakeholders and contribute to international discussions on air quality management.
