Job Overview: The International Consultant - Financial Management System Advisor will play a crucial role in enhancing the financial management capabilities of the Solomon Islands Electoral Commission (SIEC). The primary responsibility of this position is to assess the current financial management systems in place and design a new integrated financial framework that aligns with both central and provincial requirements. This role involves overseeing the installation and configuration of the MYOB financial system, ensuring that it meets the operational needs of the SIEC. Additionally, the consultant will be responsible for developing and delivering comprehensive training programs for SIEC finance staff, focusing on the functionality and operational use of the MYOB system, as well as Generally Accepted Accounting Principles (GAAP), bookkeeping, and full-cycle accounting. The consultant will also provide ongoing technical support and guidance to the SIEC Finance Department during the implementation phase, ensuring that all financial transactions are accurately recorded and reconciled within the system. This position is expected to be completed within a period of 60 working days over a span of 3 months, making it a time-sensitive and impactful role.
Duties and Responsibilities:
Assess the current financial management systems of the SIEC and identify areas for improvement.
Design a new integrated financial framework that meets the requirements of both the Ministry of Finance and Treasury (MoFT) and provincial needs.
Oversee the installation, configuration, and licensing of the MYOB financial system in collaboration with SIG-ICT and a MYOB technical specialist.
Develop comprehensive training programs for SIEC finance staff on MYOB system functionality and operational use.
Provide training on Generally Accepted Accounting Principles (GAAP), bookkeeping, and full-cycle accounting.
Ensure accurate recording and reconciliation of all financial transactions, both cash and non-cash, within the MYOB system.
Offer ongoing technical support and guidance to the SIEC Finance Department throughout the implementation phase.
Prepare and submit progress reports on the implementation of the financial management system.
Collaborate with stakeholders to ensure the financial management system aligns with national and provincial financial regulations.
Required Qualifications:
Proven expertise in financial management systems, particularly in the context of public sector financial management.
Strong knowledge of MYOB financial software and its application in financial management.
Familiarity with Generally Accepted Accounting Principles (GAAP) and full-cycle accounting practices.
Excellent training and facilitation skills, with experience in delivering training programs to finance professionals.
Strong analytical and problem-solving skills, with the ability to assess complex financial systems and propose effective solutions.
Excellent communication skills, both written and verbal, with the ability to convey complex financial concepts in an understandable manner.
Ability to work collaboratively with diverse stakeholders, including government officials and technical specialists.
Educational Background: A minimum of a Master's degree in Finance, Accounting, Business Administration, or a related field is required. Professional certifications such as CPA, ACCA, or equivalent are highly desirable. A strong academic background in financial management and accounting principles is essential for this role.
Experience: A minimum of 5 years of relevant experience in financial management, with a focus on public sector financial systems. Experience working with international organizations or government agencies in the Pacific region is an advantage. Proven track record of successfully implementing financial management systems and providing training to finance staff is essential.
Languages: Fluency in English is mandatory, as it is the working language of the UNDP and the primary language for communication in this role. Knowledge of local languages spoken in the Solomon Islands would be considered an asset, as it may facilitate better communication with local stakeholders.
Additional Notes: This position is offered as an individual contractor role, and the assignment is expected to last for 60 working days over a 3-month period. The consultant will be required to submit proposals directly through the UNDP supplier portal by the specified deadline. This role is open to both national and international candidates, and the compensation will be commensurate with experience and qualifications. The consultant will be expected to work remotely, with possible travel to the Solomon Islands as required for the assignment.
