Job Overview: The National Technical Consultant position is a critical role within the Climate Change and Environment Unit of UNDP Vietnam. The consultant will provide essential technical support for the implementation of marine spatial planning (MSP) and related projects, including the VN-CSCC projects, which focus on blue economy, climate change, biodiversity conservation, and ecosystem development. The consultant will work closely with the Programme Analyst and Programme Management Specialist to ensure the effective management and execution of the MSP project. This role requires a combination of technical expertise and innovative thinking to promote science and technology transfer, identify Blue Business Models (BBMs), and strengthen public-private cooperation within the MSP and Integrated Coastal Management (ICM) frameworks. The consultant will also engage in policy advocacy and facilitation as needed, contributing to the overall objectives of improving climate resilience and enriching marine biodiversity.
Duties and Responsibilities: The National Technical Consultant will be responsible for a variety of tasks, including but not limited to:
Providing technical support for the implementation of marine spatial planning and integrated coastal management interventions.
Collaborating with the Programme Analyst to manage and implement the MSP project effectively.
Focusing on the promotion of blue economy initiatives and identifying innovative Blue Business Models (BBMs).
Strengthening public-private partnerships to enhance cooperation in marine spatial planning and integrated coastal management.
Ensuring technical assurance of project activities related to biodiversity and ecosystems.
Engaging in policy advocacy and facilitating discussions among stakeholders to promote sustainable practices.
Contributing to the development of strategies that improve climate resilience and protect marine biodiversity.
Preparing reports and documentation related to project progress and outcomes.
Participating in meetings and workshops to share knowledge and best practices.
Required Qualifications: Candidates must possess a strong background in marine spatial planning, integrated coastal management, or related fields. A proven track record of working on projects related to climate change, biodiversity conservation, and ecosystem management is essential. The ideal candidate should demonstrate excellent analytical and problem-solving skills, as well as the ability to work collaboratively with diverse stakeholders. Strong communication skills, both written and verbal, are necessary to effectively convey technical information and advocate for policy changes. Additionally, candidates should have experience in project management and be familiar with the principles of sustainable development and environmental governance.
Educational Background: A minimum of a Master's degree in Environmental Science, Marine Biology, Coastal Management, or a related field is required. Candidates with a PhD in a relevant discipline will be given preference. The educational background should reflect a strong understanding of marine ecosystems, climate change impacts, and sustainable development practices.
Experience: Candidates should have at least 5 years of professional experience in marine spatial planning, integrated coastal management, or related areas. Experience working with international organizations, government agencies, or NGOs on environmental projects is highly desirable. Familiarity with the UNDP's mission and operations, particularly in the context of Vietnam, will be an advantage. Proven experience in managing multi-stakeholder projects and engaging with local communities is also essential.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in English. Proficiency in Vietnamese or other local languages is considered an asset, as it will facilitate better engagement with local stakeholders and communities.
