Job Overview:
The P&O Partner position is a critical role within the Global Team of the Norwegian Refugee Council, responsible for delivering People and Organisation (P&O) services across various country offices. This role requires a collaborative approach, where the partner will work flexibly with colleagues to support each other and adapt to changing workloads and priorities as directed by the Global Lead. The P&O Partner will provide strategic advice and guidance to Country Office Teams, ensuring that optimal P&O strategies, systems, policies, tools, and practices are in place to deliver high-quality support. The role involves contributing to the contextualization and development of policies and procedures to ensure compliance with global standards, as well as providing operational support in areas such as recruitment and Duty of Care. The anticipated workload is divided into 70% operational support and 30% thematic/project leadership, emphasizing the importance of both strategic and hands-on involvement in P&O functions.

Duties and Responsibilities:
The P&O Partner will be responsible for a variety of tasks, including but not limited to: providing strategic and technical support for assigned portfolios on P&O policies, systems, and processes; developing structured consultation mechanisms with country offices to review and improve P&O policies and operational frameworks; supporting workforce planning and organizational design; facilitating knowledge sharing and continuous learning; ensuring compliance with P&O policies and maintaining quality assurance mechanisms; acting as the first point of contact for clarifying existing practices; reviewing and raising CO P&O policies for global approval; driving cross-functional collaboration; coordinating with the Global Reward team; enhancing recruitment and onboarding processes; and performing any other tasks as delegated by line managers relevant to P&O.

Required Qualifications:
Candidates must possess a Bachelor's degree in human resources management, Business Administration, or a related field. Additionally, a minimum of 5 years of experience in Human Resources Management is required, with at least 3 years in a Regional HR role. Experience in complex and volatile environments, particularly within international humanitarian organizations, is highly desirable. Proven experience in driving and implementing change, as well as knowledge of varied and complex labor laws, is essential. Familiarity with fundamental P&O and Employee Relations principles is also required, along with fluency in English, both written and spoken.

Educational Background:
The educational background required for this position includes a Bachelor's degree in human resources management, Business Administration, or any other relevant specialization. This foundational education is crucial for understanding the complexities of human resources within a humanitarian context and for effectively contributing to the organization's goals.

Experience:
The position requires a minimum of 5 years of experience in Human Resources Management, with a strong preference for candidates who have worked in humanitarian or recovery contexts. At least 3 years of this experience should be in a Regional HR role, demonstrating the ability to navigate the challenges of diverse and complex environments. Candidates should have a proven track record of driving and implementing change within organizations, showcasing their capability to adapt and respond to evolving needs.

Languages:
Fluency in English is mandatory for this position, both in written and spoken forms. This proficiency is essential for effective communication within the organization and with external stakeholders. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly in regions where NRC operates.

Additional Notes:
The position is remote, with the duty station being in hosting countries or EOR countries approved by NRC. The contract duration is permanent, and the role may require approximately 20% travel to areas of operation. The salary and benefits are aligned with Grade 9 on NRC’s salary scale.
