Job Overview: The Consultant will work under the direct supervision of the Nutrition Manager at UNICEF Timor-Leste, collaborating closely with the Ministry of Health and the Stunting Unit. The primary purpose of this assignment is to establish a robust Nutrition Information Management System that supports both development and emergency contexts. This role involves field monitoring, visualization, and the creation of tailored products such as briefs and profiles. The Consultant will integrate multisectoral nutrition indicators to enable comprehensive evidence generation, facilitating evidence-based program planning and implementation. The position requires a proactive approach to strengthen knowledge management through field monitoring for advocacy and reporting purposes, ensuring that data-driven decisions are made to enhance nutrition programs in Timor-Leste.
Duties and Responsibilities: The Consultant's duties include conducting an inception meeting to outline the consultancy workplan, supporting municipal teams in data collection and validation, updating community health volunteer visuals and dashboards, and linking various nutrition service dashboards. The Consultant will also conduct training for DPHO teams on dashboard utilization, prepare monthly situation briefs, and update multisectoral dashboards. Additional responsibilities include conducting cross-sector trends analysis, developing mentoring plans for data focal points, finalizing the integration of dashboards, conducting automated data quality checks, and producing analytical reports. The Consultant will ensure the operationalization of linked dashboards, prepare consolidated situation reports, and conduct end-of-year reviews. The final deliverables include comprehensive reports, dashboards, datasets, and a sustainability plan.
Required Qualifications: Candidates must possess a Master's degree in public health, health/nutrition Information Systems, data science, Information Technology, computer science, or a related field. A minimum of 5 years of experience in data analysis and visualization is required, along with relevant experience in managing digital health or nutrition data systems. Candidates should have a proven track record in designing and implementing data dashboards, preferably using Power BI or similar platforms, and experience in technical documentation, including drafting operation manuals and guidelines for digital platforms. Strong analytical and problem-solving skills, attention to detail, and the ability to work independently are essential qualifications for this role.
Educational Background: A Master's degree in a relevant field such as public health, health/nutrition Information Systems, data science, Information Technology, or computer science is required for this position. This educational background is crucial for understanding the complexities of nutrition data management and the technical aspects of data visualization and analysis.
Experience: The position requires at least 5 years of relevant experience in data analysis and data visualization. Candidates should have experience managing digital health or nutrition data systems, designing and implementing data dashboards, and digitalizing data collection tools. Proven experience in technical documentation and the ability to work independently and take initiative are also necessary for success in this role.
Languages: Fluency in English is mandatory, and knowledge of local languages spoken in Timor-Leste would be advantageous. Proficiency in additional languages may enhance a candidate's suitability for the position, particularly in a multicultural environment.
Additional Notes: The position is a consultancy role, and individuals engaged under this contract will not be considered staff members under the United Nations and UNICEF policies.
