Job Overview: The Monitoring, Evaluation, and Learning (MEL) Advisor plays a crucial role in the STRengthening Infectious disease DEtection Systems (STRIDES) Activity by providing technical guidance on all MEL aspects. This position involves overseeing the execution of daily MEL activities, developing and implementing policies and processes, and ensuring quality service delivery through the use of project data for evidence-based decision-making. The MEL Advisor will lead the development, operationalization, implementation, and management of MEL systems, tools, and procedures to collect, collate, analyze, interpret, and utilize data that demonstrates impact and accountability. This role requires direct and indirect supervision of technical staff and subcontractors to ensure alignment with workplan objectives and adherence to the Activity MEL Plan (AMELP) and USG priorities. The MEL Advisor will also contribute to FHI 360’s thought leadership in MEL by documenting best practices and promoting STRIDES as a leader in the field.
Duties and Responsibilities: The MEL Advisor will be responsible for a comprehensive set of duties including: supporting the design, development, planning, implementation, and reporting against the STRIDES AMELP; developing and managing MEL systems, tools, and procedures; tracking progress against MEL indicators and targets; ensuring integration of high-quality quantitative and qualitative methods; building staff MEL capacity; leading learning activities and data use initiatives; managing relationships with government counterparts and multisectoral partners; developing country-specific MEL plans and budgets; supervising and mentoring staff; supporting performance management and professional development; and performing other duties as assigned. The role requires a proactive approach to ensure that all MEL activities are executed to the highest quality, on time, and within budget.
Required Qualifications: Candidates must possess comprehensive knowledge and experience in national and international MEL practices, relevant databases, and data information systems. They should have the ability to manage projects effectively, set realistic priorities, and plan for successful implementation. Excellent oral and written communication skills in Spanish and fluency in English are required, along with strong organizational and analytical skills. Demonstrated project and technical leadership, the ability to motivate and influence others, and strong negotiation skills are essential. Candidates should also have the ability to build positive working relationships with various stakeholders and possess a high level of attention to detail.
Educational Background: A Master’s Degree or its international equivalent in Knowledge/Information Services, Communications, Health, Behavioral, Life/Social Sciences, International Development, Human Development, or a related field is required. A Project Management (PM) Certification is preferred or equivalent work experience.
Experience: Candidates should have at least 8 years of relevant experience in designing and evaluating applicable programs/services in a managerial position in MEL. They must demonstrate experience as a lead subject matter expert in MEL, data analysis with key government stakeholders in Guatemala, and managing complex projects across multiple countries. Experience in developing publications, presentations, and reports that clearly articulate technical information to both technical and non-technical audiences is also required. Proficiency with statistical analysis and data visualization software is essential, along with expertise in quantitative and qualitative methods for monitoring, assessment, evaluation, or learning.
Languages: Fluency in Spanish is mandatory, and proficiency in English is required. Additional language skills may be beneficial but are not specified as mandatory.
Additional Notes: This position involves direct and indirect supervision of local FHI 360 staff and reports to the country Project Director. The work environment is typical of an office setting, with the ability to spend long hours on a computer and perform repetitive tasks. The role may require travel of 10%-25%.
