Job Overview:
The Shelter and Settlement Team Leader will oversee a team of 8 staff members, ensuring the effective and efficient implementation of the shelter program. This role involves providing technical support and coordination for rehabilitation activities, managing the housing rehabilitation team, and addressing all technical issues raised by the team. The Team Leader will be responsible for ensuring the quality of planning, implementation, and control of all technical aspects of the sector's activities, thereby playing a crucial role in the success of DRC's mission in the region. The position is exclusively open to Ukrainian nationals, emphasizing the organization's commitment to local capacity building and community engagement.

Duties and Responsibilities:
The primary responsibilities of the Shelter and Settlement Team Leader include supervising the Shelter team, delivering technical support and guidance, ensuring quality planning and implementation of sector activities, and maintaining good relations with stakeholders and humanitarian actors. The Team Leader will lead and manage the team, focusing on people planning, performance, well-being, and development. They will ensure effective planning and quality implementation of sector activities, oversee daily operations, examine local construction materials and methods, and develop new ideas to maximize assistance to beneficiaries. Additionally, the Team Leader will ensure efficient program implementation, provide technical support for shelter activities, liaise with construction companies, represent DRC at meetings, and ensure integration with other sectors. They will also be responsible for project development, including creating project tools, plans, budgets, and ensuring compliance with financial commitments and expenditures.

Required Qualifications:
Candidates must possess a minimum of 2 years of management experience at a mid to senior level, preferably within the humanitarian response sector for an international NGO, UN agency, relevant ministry, or local authority. Additionally, a minimum of 3 years of professional experience as an engineer in charge of construction projects or similar roles is required. Proficiency in English (at least B2 Level) and fluency in Ukrainian (C1 Level) are mandatory. Candidates should also demonstrate excellent computer literacy, particularly in MS Word, Excel, and PowerPoint, with skills in GIS software and AutoCAD considered an asset.

Educational Background:
The ideal candidate should hold a higher education degree, specifically a Master's degree in construction and architecture, civil engineering, or a related field. This educational background is essential for understanding the technical aspects of the shelter and settlement program and ensuring effective management of construction projects.

Experience:
The position requires candidates to have at least 2 years of management experience, ideally in a mid to senior-level role, along with a minimum of 3 years of professional experience as an engineer overseeing construction projects or similar responsibilities. This experience is crucial for effectively leading the team and managing the technical aspects of the program.

Languages:
Proficiency in English is mandatory, with a minimum requirement of B2 Level. Additionally, candidates must be fluent in Ukrainian, with a C1 Level proficiency. These language skills are essential for effective communication within the team and with stakeholders.

Additional Notes:
The contract for this position includes a three-month probationary period, which may be extended based on available funding. The designated duty station for this role is Kharkiv, with a start date anticipated in January 202

Compensation and conditions will align with the Danish Refugee Council’s Terms of Employment for National Staff.
