Job Overview:
The position involves providing strategic advisory support to the Polish Government, particularly in integrating digital learning programs and enhancing Polish language instruction for Ukrainian refugee children. The consultant will work closely with various stakeholders to ensure that digital learning resources are effectively incorporated into national education frameworks, particularly within the Friendly School Programme. This role is crucial in addressing the challenges faced by refugee children in the Polish education system, particularly regarding language proficiency and integration into multicultural classrooms. The consultant will also be responsible for developing a technological roadmap for migrating digital resources and establishing sustainability frameworks for long-term utilization.

Duties and Responsibilities:
  • Provide strategic technical advisory services to the Government of Poland on the Friendly School Programme, focusing on digital pedagogy and innovative learning technologies.
  • Facilitate coordination meetings with key educational institutions and civil society organizations to ensure the integration of UNICEF's digital resources.
  • Develop a comprehensive technological roadmap for migrating digital resources to the ZPE platform, including conducting assessments and stakeholder consultations.
  • Lead the technical migration process of digital learning resources, ensuring quality and accessibility.
  • Establish sustainability frameworks for digital resources to maintain their relevance and usability.
  • Design and implement a national outreach strategy to promote the utilization of digital learning resources.
  • Conduct an evidence synthesis study on Polish as a second language instruction and formulate strategic policy recommendations for a national framework.
  • Collaborate with governmental institutions, academia, and civil society to strengthen system-level approaches for Polish language instruction.

Required Qualifications:
  • Minimum Master's Degree in education, economics, psychology, sociology, or a relevant technical field.
  • At least 5 years of relevant work experience in programme planning, management, and/or research in education, particularly in digital transformation.
  • Proven experience in coordinating with the private sector and working closely with governments.
  • Strong knowledge of the Polish political and education context, as well as development issues.
  • Relevant experience in a UN system agency or other international organizations is a strong asset.
  • Excellent written communication and organizational skills, with the ability to engage with high-level stakeholders.

Educational Background:
A Master's Degree in fields such as education, economics, psychology, sociology, or another relevant technical field is required for this position. This educational background is essential to understand the complexities of educational systems and the specific needs of refugee children in Poland.

Experience:
Candidates must have at least 5 years of relevant work experience in programme planning, management, and/or research in education. This experience should include a focus on digital transformation in both formal and non-formal education settings. Proven experience in coordinating with the private sector and working closely with government entities is also required, along with a strong understanding of the Polish political and educational landscape.

Languages:
Fluency in both English and Polish is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in the context of working with diverse populations and stakeholders.
