Job Overview:
The Programme Officer (Team Leader) will report to the Chief Emergency & Field Operations and act as UNICEF’s focal point in convergence zones. This role involves supporting the monitoring of integrated multisectoral interventions aimed at improving access to quality services in primary health, nutrition, education, WASH, and child protection through a child rights-based approach. The incumbent will coordinate with local authorities, technical partners, and communities to enhance the quality and coverage of essential services for children and vulnerable groups. The position requires a proactive approach to program implementation, data collection, local capacity strengthening, and advocacy efforts to promote child rights and program priorities.

Duties and Responsibilities:
The Programme Officer (Team Leader) will have several key responsibilities, including:
  • Programme Implementation Support: Coordinate UNICEF-supported activities in target zones, assist in planning and monitoring interventions in various sectors, and contribute to the preparation of program work plans.
  • Data Collection and Reporting: Collect and compile data on program indicators, prepare field reports, and provide updates for central-level decision-making.
  • Local Capacity Strengthening: Support training sessions and technical assistance for service providers, and document good practices to enhance program quality.
  • Coordination and Representation: Participate in local coordination meetings, represent UNICEF at the operational level, and maintain communication with regional directorates.
  • Programme Resources and Supplies: Monitor the availability of essential supplies, assist in tracking resource utilization, and report on supply-related issues.
  • Barrier Identification and Recommendations: Identify service delivery challenges and propose solutions to improve program effectiveness.
  • Advocacy and Communication Support: Develop communication materials and organize community engagement activities to raise awareness of child rights.

Required Qualifications:
Candidates must possess a Bachelor’s degree or equivalent in Management, Public Health, Nutrition, Education, Child Protection, WASH, Community Development, or related fields. They should have at least 2 years of relevant work experience in Programme Management, Health & Nutrition, Child Protection, WASH, or similar areas. Skills required include expertise in implementing partners, planning and monitoring, data collection, capacity strengthening, and coordination.

Educational Background:
A Bachelor’s degree or equivalent (First Level University Degree) in relevant fields such as Management, Public Health, Nutrition, Education, Child Protection, WASH, or Community Development is required for this position.

Experience:
The position requires a minimum of 2 years of relevant work experience in areas such as Programme Management, Health & Nutrition, Child Protection, and WASH. Candidates should have experience working in development, fragile settings, and humanitarian contexts, particularly at the country level.

Languages:
Proficiency in French is required for this position. Knowledge of another official UN language (Arabic, Chinese, English, Russian, or Spanish) is desirable. Additionally, knowledge of the Sango language is a plus.
