Job Overview:
The position of Consultant to Support the UNCT-SWAP Comprehensive Gender Equality Scorecard involves providing expert guidance and support to the United Nations Country Team (UNCT) in Cambodia. The consultant will be responsible for assisting in the implementation of the UNCT-SWAP (United Nations Country Team System-Wide Action Plan) which aims to enhance gender equality within the UN system. This role requires a deep understanding of gender issues and the ability to analyze and assess the current status of gender equality initiatives within the UNCT. The consultant will work closely with various stakeholders to develop strategies and action plans that align with the UN's commitment to gender equality and women's empowerment. The assignment is expected to last for 45 days, starting from December 25, 2025, to May 31, 2026, and will involve both desk research and fieldwork to gather data and insights.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to: conducting a comprehensive assessment of the current gender equality initiatives within the UNCT; facilitating workshops and meetings with UNCT members to discuss findings and gather input; developing a detailed report outlining the strengths and weaknesses of the current gender equality framework; providing recommendations for improvement and strategies for effective implementation of the UNCT-SWAP; collaborating with local and international stakeholders to ensure alignment with national gender policies; and preparing presentations and documentation to communicate findings and recommendations to UNCT leadership. The consultant will also be expected to monitor progress and provide ongoing support throughout the assignment period.

Required Qualifications:
Candidates must possess a strong background in gender studies, international development, or a related field. A proven track record of working with UN agencies or similar organizations on gender equality initiatives is essential. The consultant should have excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders. Familiarity with the UNCT-SWAP framework and experience in conducting assessments and evaluations related to gender equality are highly desirable. Additionally, the consultant should demonstrate a commitment to gender equality and women's rights, and possess the ability to work independently and manage time effectively.

Educational Background:
A Master's degree or higher in gender studies, international development, social sciences, or a related field is required for this position. Candidates with a Ph.D. in a relevant discipline will be given preference. Relevant certifications or training in gender equality and women's empowerment will also be considered an asset.

Experience:
The ideal candidate should have at least 5 years of professional experience in gender equality, women's empowerment, or related fields. Experience working with UN agencies or international organizations is highly desirable. The consultant should have a demonstrated ability to conduct research, analyze data, and produce high-quality reports and recommendations. Previous experience in facilitating workshops and engaging with stakeholders at various levels is also important.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Khmer or other local languages will be considered an advantage, as it may facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work.

Additional Notes:
This position is a contract-based role for a duration of 45 days, with the consultant expected to work both remotely and on-site as necessary. The consultant will be compensated according to UNDP's standard rates for individual contractors, and benefits may include travel allowances and other relevant expenses incurred during the assignment.
